General summary/purpose:
The Senior Director of Finance and Administration for Johns Hopkins Public Safety (JHPS) will be responsible for leading the finance, and support functions of JHPS. JHPS is an organization that covers an extensive variety of institution-wide activities and is responsible for the oversight of security operations and investigations on the campuses of Johns Hopkins University and Johns Hopkins Medicine. Services include building security/control, patrol, walking & driving escorts, the blue light phones, and bike registration among others.
This position will report directly to the Vice President for Public Safety, with a secondary reporting line to the Senior Director of Finance & Administration for University Administration. The Senior Director is a key member of the leadership team of the office of the Vice President of JHPS, providing overall direction and leadership for financial and business process operations in the following areas: finance, administration, logistics, HR, IT and contract administration.
The Senior Director will be responsible for financial planning and analysis required of JHPS to support and inform strategic decisions for the department. The finances of JHPS are complex with a variety of funding sources with various cost drivers from its widespread responsibilities and overall operations.
This position will monitor personnel issues within JHPS in collaboration with the Director of HR for Public Safety (HR JHU/JHM report with a dotted line to the Senior Director). This includes confirming that HR administration operations are well executed, managing headcount and monitoring efficiencies and financial performance, and tracking of vacancy management and recruitment efforts.
This position will monitor the work of the Director of IT for Public Safety (IT@JH central report with a dotted line to the Senior Director) who leads the strategy, implementation, and operations relating to JHPS enterprise-wide applications. This role ensures that JHPS is aligned with IT@JH strategic goals and has the proper processes, systems, and technologies to optimize JHPS's information technology environment and to realize the full potential of ongoing investments in IT systems and services.
The position will supervise the Director of Logistics who oversees and manages the enterprise-wide Johns Hopkins Public Safety logistics and supply program, including the procurement, assignment, tracking, maintenance, and replacement of all equipment and supplies. Provides support to all Johns Hopkins campuses, hospitals, and other locations to ensure 24/7 public safety and security operations have the necessary equipment and resources needed to function efficiently and effectively 24/7.
This position will supervise the Contract Administrator responsible for preparing, examining, analyzing, negotiating, and revising contracts that involve the purchase or sale of goods or services, such as equipment, materials, supplies, staffing or products. The position handles contract administration over their entire life cycle (beginning to end), including review of commercial and legal terms.
This leader will work diligently to significantly improve financial planning, administration, and personnel management of JHPS while at the same time lead efforts to improve the efficiency and effectiveness of several aspects of JHPS operations. This includes the development of critical operational and financial policies, systems, reports and initiatives essential to driving a sustainable business model for the function. They will lead a team of 7 direct and indirect reports.
Specific Duties & Responsibilities:
- Oversee budgets and financial reporting for JHPS. This includes oversight and strategic management of the preparation of the monthly financial statements for JHPS, the annual operating and capital budget and five-year plan for JHPS, quarterly projections, and annual fiscal year close for JHPS. Monitor and track multiple sources of revenue including general fund operating resources as well as, philanthropic funds, project fees, service center funds, lease rebates, and other capital funding.
- Evaluate and enhance JHPS resources, cost allocation, administrative operations, and human resources practices to achieve improved equity, efficiency, transparency, and continuous improvement as well as to fund strategic goals and priorities. Advise the Vice President for Public Safety on the allocation of funding, hiring plans, annual planning activities, and cost management strategies. Evaluate and make recommendations for operational efficiencies across areas of oversight (finance, administration, logistics, contract management, HR, and IT) and leverage solutions around system management and technology that support overall JHPS operations.
- Develop and implement robust analytical tools and dashboards to measure and improve the efficiency and effectiveness of financial performance and other key operational functions. Ensure JHPS has key metrics of performance available to support operational and strategic decision-making.
- Additionally, the position must oversee the maintenance and continuous enhancement of effective and efficient information and data systems supporting JHPS operations. This includes ensuring the proper documentation of standards and review of system processing procedures to ensure security, continuity of operations, and quality assurance of output.
- Identify and authorize necessary JHU and JHHS system changes/enhancements. Coordinate with the Public Safety Human Resources Director to ensure JHPS implements and models good human capital practices, especially in the areas of performance management, engagement, professional development, compensation administration, and talent acquisition. Adapt practices and methods of operations for JHPS employees that are both union and non-union.
- Provide leadership and management to JHPS departmental financial and operational leaders ensuring adherence to all applicable policies, practices, and procedures, and consistency across the function. Create and maintain a sound financial environment, which includes good business practices. Ensure that JHPS successfully implements new and innovative financial analyses and administrative strategies to maximize all resources.
- Work closely with JHPS finance staff who process and record financial transactions to ensure timely and accurate financial information, to monitor accounts and resolve problems, to ensure compliance, and to safeguard resources, and reduce risks.
- Forge strong partnerships with staff in JHPS, JHU, and JHH leadership, working together to solve problems and communicate key issues to leadership. Develop both the short-range and long-range capital budgets in coordination with divisional finance staff. Collaborate with central finance on debt service as well as philanthropic funding.
- Provide analytic capacity in support of strategic initiatives and functional operations, in collaboration with JHPS, JHU & JHHS finance, HR, JH IT and administrative leadership of both entities.
- Develop effective and clear presentations and communications to senior leaders.
- Ensure appropriate levels of administrative support are allocated across the function.
- Lead and manage the JHPS finance and administration staff. Ensure adequate staffing, set direction, conduct annual reviews of performance, and provide day-to-day supervision/guidance.
- Sponsor and support initiatives and efforts to attract and retain excellent staff, and develop and maintain effective and responsive administrative operations throughout the function.
- Oversee JHPS leased and owned facilities, including service contracts, capital improvement projects, housekeeping, and general maintenance provided by the leaseholder and/or the JH Facilities and Real Estate department.

Physical Demands:
- Must be able to remain in a stationary position 50% of the time.

Supervisory responsibility: Approximately 7 direct reports – Accounting Specialist, Director for Accounts Payable and Receivable, Director of Logistics, Contracts Administration and an administrative assistant, and a dotted reporting line to the Directors of HR and IT for Public Safety.
Minimum Qualifications
- Bachelor's degree required. Master's degree in finance, accounting, or a related field strongly preferred.
- 10 years of progressively responsible related finance and administrative experience, preferably in a large, complex, and decentralized organization.
