Finance Budget Manager - Resource Planning and Analytics (REOPENED)
Reporting to the Executive Director of Resource Planning and Analytics, the Finance Budget Manager will be responsible for the planning, development, implementation, and execution of the financial and business operations of the division. The Manager exercises considerable independent judgement in establishing policies, procedures, and standards for the assigned area.
The Finance Budget Manager will oversee all activities related to the planning, development and modification of the budget, developing and maintaining adequate internal controls, and supporting senior leadership in building fiscal accountability. This includes the ongoing maintenance of the position management budget system, and monitoring of full-time position allocations, using financial management practices and planning, development and modification of the All Funds Budget Book with related entities, and the day-to-day supervision and assignment of duties for professional staff and part-time analyst.

In addition to the CUNY Title Overview, responsibilities include:
-Oversees the development and distribution of annual budget request templates to departments, the processing of request responses and budget modification request inquiries from departments including the development and distribution of preliminary and final budget recaps to departments;
-Contributes in the development of the College???s Financial Plan; Provides projections and relevant information in the development and administration of the College???s all-funds operation budget and prepares quarterly reconciliation reports for the University;
-Mentors and supervises staff on daily activities of the office; evaluates, develops and implements workforce development initiatives to ensure continuous improvement in staff skills consistent with performance expectations;
-Manages highly complex analyses to determine cost and outcomes of business activities for the College; Designs, implements, and maintains complex technical solutions to replace existing manual and/or inefficient processes; Prepares and updates (by payroll) the FT regular, adjunct (teaching and non-teaching), and hourlies PS (Personal Services) expenditure projections;
-Organizes policies and procedures that facilitate effective budgeting controls for all areas of college budget; Directs the maintenance of these controls by identifying and ensuring proper execution of such functions;
-In conjunction with Budget Administration, directs new allocations to appropriate departmental budgets, and modifies budgets accordingly;
-Acts as a liaison both internally and externally with University Central Office, City, State and Federal agencies in compliance with mandated policies and procedures related to Budget matters;
-Responsible for administration of CUNY First Planning & Budgeting module;Incorporates and ensures that updated budgetary procedural processes are implemented as related to ongoing CUNYfirst implementations, and NYC/NYS and University regulations;
-Leads special project initiatives and work groups; develops and executes comprehensive project plans; provides support for efforts to improve financial management and participate in developing related policies, goals, and objectives;
-Contributes in the strategic planning activities; assess outcomes and make recommendations regarding resource allocations; prepares guidelines, funding formulas, and models for the annual budget;
-Provides various CHRMS and CUNY First Human Capital Management AD Hoc reports for senior management; Performs tracking and reporting for CUNY ERI Initiative, and additional reporting analysis as assigned.
Bachelor's Degree and six years' related experience required.
-Budget/financial model development and implementation
-Data tracking, budget monitoring, forecasting, reconciliation, and quantitative analysis
-Prior experience working in a College/University
-Advanced MS Excel knowledge (pivots, macros, et al)
-Communication, data presentation skills
-PeopleSoft, financial enterprise system experience
-Prior experience working in CUNY
Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment.
