The Director of Finance reports to the Associate Dean for Financial Affairs and is responsible for all internal controls, policy interpretation and compliance, accounting procedures and operations, and financial reporting for the School of Medicine (SOM), as well as the Dean's Office department. Incumbent establishes operational objectives and work plans; management activities for, and delegates assignments to, subordinate managers and staff; and develops and/or consults on policies and processes that have broad impact.

Key areas of responsibility are:

Internal controls and policy compliance - Responsible for the development, implementation, and monitoring of an appropriate and fiscally responsible comprehensive control program and environment for SOM. The Director works with the Associate Dean, the Vice Deans, Associate Deans at SFGH and Fresno, and the Chief Administrative Officers and Finance Managers in SOM regarding responsible and business management and compliance with University and SOM policy, as well policies issues by external (governmental) agencies.

Risk management - Responsible for managing the SOM's risk assessment program, a process that evaluates business practices and the control environment with departments, divisions and ORUs. The process includes internal control training for the departments, evaluation of risks identified through the campus Financial Management Dashboard, General Ledger Verification system, and Award Verification system, and serve as the Control Point escalation point person.

Audit coordination - Acts as a consultant to departments during external and internal reviews/audits and ensures timely and appropriate development and implementation of management corrective action plans as needed.

Accounting procures and operations, financial reporting - Responsible for developing and maintaining production schedules for all accounting transactions processed and/or approved by the Dean's Office, as well as for SOM-wide standardized monthly reports, access administration and fiscal close activities.

Developing relationships and liaising across the UC enterprise - Works closely with the Financial Affairs Unit Director of Budget, Resource Planning and Decision Support on the development and production of standardized reports and reporting tools, as well as with the UCSF Medical Group, UCSF Faculty Practice Organization, and UCSF Health to ensure a timely and accurate funds flow. Additionally, this role serves on cross-enterprise finance and accounting task forces, work groups, and committees; and is responsible for developing and sustaining excellent working relationships in the Dean's Office and SOM, as well as across UCSF, other UC campuses, and UCOP.
This role supervises the Accounting Manager, the General Accountant and two Financial Analysts, conducts annual performance evaluation, supports professional development, and makes recruitment decision.
