Position Summary
This position provides direct oversight of University Housing & Dining Services’ (UHDS) financial planning, accounting for general ledger/balance sheet and operating ledger/income statement, general accounting, cost accounting, and financial reporting and forecasting in the budgetary, operational, and capital projects areas, in collaboration with the Controllers Unit Financial Strategic Services (FSS) team and other OSU units. This position serves as liaison to and works in collaboration with the Division of Finance & Administration as needed regarding accounts payable, travel, accounts receivable, inventory, purchasing, financial reporting, financial forecasting, budgeting, and project financing.
This position also serves as a member of the UHDS Unit Leadership team and contributes to departmental decisions and actions along with other Unit Leaders.

Decision Making/Guidelines
This position advises, assists, and makes finance-related decisions in conjunction with the Associate Vice Provost of Student Affairs (AVPSA) and Executive Director of UHDS.
These decisions are often directly related to program delivery for department wide programs, student fee, room and meal rates and other student costs and efforts to maintain rates which are as accessible and affordable as possible. These student costs are a key component of OSU’s overall cost of attendance, so this is an institution level responsibility.
Decisions affect the financial health and sustainability of the department and overall financial efficiency, effectiveness, and sustainability of various departmental programs, services, and operations.
This position also develops and implements policy at the departmental level as well as interprets, administers, and communicates institutional policies related to finance and administration.
Decisions on hiring, supervision, evaluation, and related details are all within the scope of this position’s responsibilities.
Position Duties
50% UHDS Financial and Strategic Planning
- Promote and administer compliance with university fiscal policies and standards plus all applicable legal rules and regulations (e.g. IRS, BOLI, etc.).
- Assists in developing data-based, impartial assessments of the financial/budgetary efficiency and effectiveness of UHDS units to improve performance, ensure accountability, and promote high value and cost savings.
- Provides financial analyses for the Executive Director of UHDS.
- Participates as part of the UHDS Leadership Team to develop the overall strategic vision of the department.
- Provides leadership in developing and implementing strategies and tactics that meet UHDS’ long-term financial objectives.
- Provides leadership and information in the areas of strategic planning and business practices in order to fund future growth and maintain business sustainability.
- Helps ensure UHDS is successful in promoting and advocating its mission and goals to the University, the OSU Board of Trustees, the Oregon Higher Education Coordinating Commission (HECC), and the State of Oregon government.
- Develops pro formas for UHDS capital projects.
35% Budgeting and Operations
- Assumes a lead role in the development of the UHDS budget, assisting Unit Leaders in their yearly budgeting activities as well as regular revenue and expense tracking and course correcting against the budget.
- Serves as the principal liaison with business partners in Procurement; University Human Resources; Budget and Resource Planning; Research Office; Office of Audit, Risk and Compliance; Controller’s Unit, and related offices in the Division of Finance and Administration.
- Prepares high level and detailed budget submissions and quarterly financial projections for UHDS.
- Prepare financial reports to meet internal and external requirements to be presented at meetings with various unit and area managers (including partners with limited financial background), campus stakeholders, and AVPSA and Executive Director of UHDS.
- Assists with monthly, quarterly, and annual closing processes for UHDS.
- In conjunction with relevant UHDS unit leaders, reviews and oversees conference/catering accounts receivables; including preparing and reconciling aging reports, accounts receivables balance sheet reconciliations, and cash balance monitoring.
- Refines and maintains system of operational and internal financial controls for department in accordance with OSU policies.
- Prepares quarterly and annual financial and managerial reports which include but are not limited to UBIT reports for OSU Catering, and compiling UHDS data for inclusion in OSU PAC-12 housing reports.
- Responds to inquiries from all OSU offices concerning finances and accounting.
- Works collaboratively with the Controllers Unit to ensure UHDS’ adherence to applicable accounting and fiscal policies, standards, and processes.
- Provides guidance to UHDS and divisional leadership on financial services initiatives, projects, and organization.
- Ensures the alignment of the Finance unit with the priorities and initiatives of individual UHDS units, UHDS as an aggregate department, and OSU.
10% Supervision of Finance Unit within UHDS
- Provides leadership and supervision for the Finance Unit within UHDS.
- Works with Finance Unit employees to achieve program and service goals.
- Ensures that the overall Finance Unit of UHDS is effectively self-sustaining and self-funding through enhanced retention, increased revenues, identified costs savings, and overall departmental efficiencies.
- Hires and trains employees; plan, assigns and reviews work; establishes goals and assess performance through completion of written evaluations; acts on disciplinary issues, up to and including dismissal; addresses grievances and develops a plan for corrective action; actively promotes staff development.
5% Other Duties as Assigned by the AVPSA and Executive Director, UHDS
Minimum/Required Qualifications
- Bachelor’s degree in Business Administration, Finance, or closely related field; or 10 years of experience in financial management role.
- Five years of strategic budgeting/planning & accounting experience in a large, complex organization
- Demonstrated experience in the supervision of full-time staff
- Demonstrated ability to work independently and in a team setting to resolve complex problems
- Demonstrated success in improving and implementing programs, services, and systems.
- Demonstrated experience in developing, interpreting, and implementing policy
- Advanced computer skills including use of spreadsheets and enterprise systems
- Effective written and verbal communication skills
- A demonstrable commitment to promoting and enhancing diversity
- This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified as per?OAR?576-055-0000 et seq. Incumbents are required to self-report convictions and those in Youth Programs may have additional Criminal History Checks every 24 months.
Preferred Qualifications
- Master’s degree in Business Administration (MBA), Accounting, or related field.
- Experience with Banner Student Information System (SIS) and Financial Information System (FIS) and Data Warehouse.
- Experience in higher education or governmental accounting, in particular with the standards of the Governmental Accounting Standards Board (GASB).
- Experience in a self-support operation in higher education.
- Experience in a large public higher education institution or nonprofit of similar size and complexity.
- Experience with long range strategic financial planning and modeling in the operating and capital realms.
- 10 years of experience in financial management role.
