The Department of Medicine in the University of Maryland School of Medicine (UMSOM) seeks an Associate Administrator, Finance. The Associate Administrator, Finance will serve as the Department's chief financial officer. The Department of Medicine provides state-of-the-art patient care and improving treatment through clinical research and education.

Department of Medicine faculty provide inpatient consultation, attending services, ambulatory services and procedures in 26 locations throughout the state of Maryland.
The Department of Medicine has trained physicians of the highest caliber, including more than half of the physicians currently practicing medicine in Maryland. With 340 full-time faculty members and over 400 staff, the Department of Medicine is the largest department in the School of Medicine and is responsible for the training of 140 residents and 90 fellows.
Our current active research funding exceeds $190 million, over half of which comes from NIH and other federal agencies. With nearly 100 funded investigators, the department has an extensive research base in both the basic and clinical sciences. Our research training programs are extensive and include basic, clinical and translational research training awards.
Reporting to the Senior Administrator and Chairmen of the Department of Medicine, the Associate Administrator will oversee budget and projections, financials, all funds budget and contract finances. The Associate Administrator, Finance will collaborate with the leadership of the University of Maryland School of Medicine (UMSOM) as well as relevant departments and divisions, University of Maryland Medical Center (UMMC) both downtown and Midtown campuses and University of Maryland Faculty Physicians.

Supervision of Finance and Payroll Offices of the Department of Medicine.
Report to Senior Associate Administrator and Chair of the Department of Medicine.
Coordinates with Administrative, Operations, and Clinical Associate Administrator.
Provide strategic guidance to the senior leadership team of the Department of Medicine.
Works collaboratively with the Associate Administrator Clinical Operations.
Lead financial officer for the Department of Medicine. Responsibilities include budgeting and financial reporting, payroll, cash planning and maintenance of banking relationships. Collaborate with upper-level managements and other directors within the Department of Medicine and throughout the campus to ensure the delivery of high-quality service.
Oversee management of complex funding and service agreements. Review, analyze and interpret all financial and budgetary reports to ensure timely and effective decision making by senior management.
Provide support to the senior leadership in achieving financial objectives for the assigned area(s) of responsibility including medical service plan issues.
Oversees the income of the clinical department in coordination with the Associate Administrator for Clinical Operations including coordinating payments from different budget sources, patient billing, managed care contracts and other sources, as well as managing the purchasing of supplies and other expenses.
Maintain financial management systems and internal controls required to ensure that the clinical department commitment, operating, and cash management accounts are safeguarded and that accounts are appropriately maintained to ensure accurate financial data.
Oversees budgeting and financial reporting including tracking of all financial transactions, reporting transactions to external agencies, and providing detailed financial plans to the department head. Oversee all financial transactions including annual audits, tax return preparation and cash management. Manages assigned staff in the efficient and confidential processing of all financial transactions.
Administer payroll and fringe benefits systems which may include the coordination and processing of multi employment entities (UMB, UMMS, FPI, private practice, and VA).
Management of private practice defined benefit pension plan.
Participation in Departmental Leadership including monthly meetings, Executive presentations to SOM Dean's Office, FPI, UMMS.
Ensure efficient recruitment/interviewing and training functions to continually review strengths and weaknesses in maintaining a staff of well-trained, highly involved, and motivated employees.
Develop, direct, and implement critical clinical financial path activities and projects to ensure efficient and effective processes and practices. Define and deliver key performance indicators (KPIs) and dashboards to track operational performance.
Partner with management on a regular basis in setting strategic goals and objectives and budgets, and/or in fostering improvements in policies/procedures for the entire clinical department.
Prepare operating budget, project budget drafts, and financial reports including tracking of all financial transactions, reporting transactions to external agencies, and providing detailed financial plans for decision making by the department chair.
Monitor and oversee all clinical department asset and liability accounts; ensure proper accounting methodology, techniques, and policies are adopted in departmental operations.
Improve business with constraint analysis, target costing, capital budgeting, and cost of quality of analysis.
Supervision of the payroll office within the Department of Medicine including clinical practice plan entity.
Oversight of departmental divisional financial operations including clinical practice plan entity.
Performs other duties as assigned.
Education: Bachelor's in Accounting, Finance, Business Administration and/or related field. Master's in related field preferred.
Experience: Ten (10) years of accounting, budgeting, auditing, assessment of Internal controls, or financial analysis experience with at least five (5) years in a college, or university accounting environment in a management position preferred.
Supervisory Experience: Five (5) year of direct management involved in recruitment, training, and professional development of staff.
Certification/Licensure: Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), or Certified Internal Auditor (CIA) preferred.
Other: Annual financial disclosure required by Maryland State law.

Approximate Hiring Range: $185K to $200K (Commensurate with education and experience)
