The associate dean for finance and administration for the School of Industrial and Labor Relations (ILR) will provide leadership in the strategic development, direction, and implementation of all financial policies and operations of a highly complex school with a diverse employee population working on the main campus in Ithaca, and across regional locations in Buffalo and New York City. ILR is one of four (4) contract colleges at Cornell that are part of the State University of New York (SUNY) education system. ILR has six (6) traditional academic departments, including two (2) departments that are shared with one or more Cornell colleges, and thirteen (13) centers, institutes, and programs in our Outreach unit that study and address various issues impacting the workplace. Our Outreach unit is home to more than half of ILR's 270+ employees and is funded through multiple sources, including school operating funds, professional program revenues, SUNY operating funds, state and federal grants, and individual and foundation gifts. The associate dean will provide strategic and tactical leadership and advise the dean on matters related to financial management of an annual operating budget over $110M. The associate dean will also oversee the school's emergency management planning, conference center operations in Ithaca and NYC, facilities operations in all ILR locations, the school's information technology services across all locations, and our sponsored research operations in partnership with the senior associate dean for Outreach and Sponsored Research. This role will also be responsible for overseeing the contracting process with both internal and external partners/clients as we look to grow our non-traditional revenue. As a member of the dean's senior leadership team, the associate dean participates in strategic planning, policy implementation, and operations at the school. In addition, the position has a leadership role within the larger Cornell community in shaping university policy in all areas affecting business operations. Cornell's endowment has grown to over $10B and is a source for funding programs around the university.
The role has a primary (solid line) reporting relationship to the dean of the ILR School and must work closely and collaboratively with the school's Core Leadership team. The position also has secondary (dotted line) reporting relationships to the office of the executive vice president and chief financial officer of Cornell University. This role is eligible for relocation assistance and is based on our Ithaca campus.
More specifically, the associate dean will:
Lead and coordinate the development of the annual operating and capital budgets of the school, synthesizing and analyzing information, and providing alternatives needed for effective decision-making and budget justification
Monitor college core budget as well as the financial condition of units and programs
Provide direct financial services support to all Resident faculty needs and Outreach programing
Have oversight and responsibility for college contracts
Allocate funds to units in accordance with the policies of the dean
Develop financial planning and vision for the school in conjunction with the dean and core leadership team
Work collaboratively to develop sustainable long-term budgets and long-range forecasts/financial reports for multiple units within ILR
Oversee the school's central services units to include facilities, information technology services, conference center services and the sponsored research office
Serve as ILR's representative to the university's college business officer group, representing the school at the university level on issues related to financial and operational policies and procedures
Master's degree and 7 to 10 years of relevant experience or equivalent combination.
Seven or more years of management
Track-record of improving financial/operational processes and ensuring financial integrity of an organization
Ability to manage complex resource allocations and advocating for resources on behalf of an organization
Experience managing contracting process for procurement of goods and services
Proven ability in budget planning and forecasting, and facilities management.
Demonstrated leadership qualities including ability to motivate people
Prior supervisory experience with ability to delegate effectively and manage multiple, sometimes competing priorities
Highly skilled in human relations and a proven ability to work effectively with a diverse population
Ability to successfully collaborate with other leaders across the school and at the university senior leadership level
Possess excellent data analysis, data visualization and presentation skills
Expert-level oral and written communication skills
Self-motivated and responsible
Exercise sound judgment in handling confidential matters
Master's degree in business or public administration or a combination of education and experience
Ten or more years of management
Experience handling emergency management planning
Experience in higher education, public sector, or nonprofit sector
Experience managing employees with in-person, hybrid and remote work arrangements
Knowledge of SUNY financial and budgeting systems
Experience managing multiple funding sources in support of institutional operations
Experience managing facilities in a multi-location operating environment
Experience working and managing in a highly complex, multi-unit, multi-location organization with a diverse set of constituents
