Learn more about the UC Office of the PresidentDEPARTMENT OVERVIEWThe Office of Risk Services is responsible for developing and implementing Enterprise Risk Management systemwide, identifying and developing strategies to minimize the impact of risk, developing a center of excellence for managing risk, reducing costs and improving safety by executing new ideas and strategic plans in a rapid manner. By strategically managing risk we can reduce the chances of loss, create greater financial stability and protect our resources in support of UC's mission.
POSITION SUMMARYThis position reports to the Executive Director of Captive programs with dotted line responsibility to the Deputy Chief Risk Officer. They oversee and manage a highly specialized external accounting unit for the University's wholly-owned captive, Fiat Lux Insurance Company. This is the University's Captive Insurance Company Platform, (Captive Platform) that consists of five licensed and regulated captive insurance companies. Must have strong verbal and written communication skills. Responsible for establishing operational objectives and work plans and delegates assignments to multiple and various captive units. The captive board reviewed objectives consist of the UC President, CFO, COO, General Counsel, and other senior management to determine Captive operations' success. Responsible for managing, preparing, administering, and directing the control of the budget/organizational resources for the Captive Platform. Reviews and approves recommendations for financial planning and control. Monitors adherence to approved captive budgets. Develops, modifies, and executes policies that affect immediate operation(s) and may also have an organization-wide effect. Works closely with the Risk Services Director of Operations and Finance on systemwide budgeting related to program expenses for the various self-insured insurance programs Risk Services oversees. Erroneous decisions or failure to achieve goals results in additional costs and personnel and severe delays in overall schedules.

Day to Day Financial Operation Oversight Responsible for maintaining integrity of all captive related budgets and systems through supervision and oversight of multiple captives and related groups; functions as chief budget liaison for budget allocations, oversees analysis and financial policy development for all related captive business, organization-wide funding issues and budget processes, resource allocations and funding models. Regularly interfaces with numerous internal and external parties including various finance departments and functions including Financial Planning and Accounting, tax department, audit department, actuaries, treasury department, captive insurance managers, commercial insurance brokers and the University's third-party claims administrator.

Financial Reporting Assures accurate and timely financial reporting. Prepares financial presentations to management and various governance committees. Regularly presents financial results at Captive Board and committee meetings. Develops and presents ad hoc reporting to Captive and Risk Services senior management. Oversee annual actuarial studies, audits, and tax engagements and ensure accurate and timely financial reporting, including reporting results and recommendations to internal/external stakeholders. Responsible for delivering the UC self-insured liabilities footnote to the UC Controllers Office

Required Qualifications
- Minimum years (10) years directly related experience in two or more of the following areas: treasury, risk financing, commercial insurance and actuarial services and corporate risk analysis required. Demonstrated ability to understand and navigate complex insurance regulations.
- Highly developed knowledge of finance theories such as present values theory/cash flow analysis and accounting principles. Has advanced knowledge of financial policies, practices and systems.
- Position requires inter-personal skills and ability to work effectively across the organization at all levels including the to the Captive board.
- Requires the ability to change the thinking of, or gain acceptance of, others in sensitive situations.
- Requires knowledge of financial policies, practices and systems, budgeting and reporting techniques; human resource planning; accounting and bookkeeping.
- Client services oriented, has good listening, critical thinking and analytical skills.
- Must have strong verbal and written communication skills.
Preferred Qualifications
- Working understanding of GASB financial reporting standards.
- Working understanding with Oracle based financial systems.
Education
- Bachelor's degree in business administration, finance and accounting, economics, applied mathematics, or related field required. Advanced degree preferred.
License/Certifications
- Certified Public Accounting (CPA) certification required, or equivalent experience.
SALARY AND BENEFITSSalary: $148,300 - $174,500
