Position Description - Manager of Finance
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Within the limits of established policies, budgets, legal requirements and authorities delegated by the General Manager, this position assumes responsibilities, supervises, and/or personally performs the following financial service activities:
- Controllership: To safeguard the assets of the Cooperative.
- Accounting: To be responsible for:
- The cost and general accounting functions of the Cooperative, including general ledger, payroll, accounts payable, and work orders.
- Coordinating and preparing the overall budget for the Cooperative and the monitoring thereof.
- Maintaining books and records of the Cooperative and preparing reports therefrom for both internal and external use.
- Preparing and monitoring the Cooperative's financial forecast. Preparing and submitting information for cost of service studies and rate cases.
- Verifying accounting on all payables and approving for payment and co-signing checks.
- Recording and performing all necessary tasks for fund investments, loan repayments, and bill payments by electronic wire transfer.
- Overseeing all payroll changes, calculations, and payments.
- Documenting and monitoring of loan fund codes.
- Monitoring Cooperative internal controls.
- Performing other duties as assigned or as required by the position.

EDUCATION and/or EXPERIENCE:
Bachelor's degree in Accounting from four-year college or university and minimum five years related experience, preferably in an electric utility; or equivalent combination of education and experience. CPA Certification required. Must have an effective knowledge of economic conditions and accounting and bookkeeping procedures.
Must be of good moral character and integrity, have a pleasant personality, and project a neat and positive personal appearance. Must communicate well both in writing and orally. Must have demonstrated managerial capabilities.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret common technical journals, financial reports, and legal documents. Ability to respond to common inquiries from individuals, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, proportions, and percentages. Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as algebra, fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, & REGISTRATIONS:
The employee shall possess and maintain current at all times a valid Texas driver's license. Must possess CPA certification in Texas.
OTHER SKILLS & ABILITIES:
Experience with accounting software is required. PC experience, preferably in spreadsheets, database managers, and word processing, is required. Must be able to perform duties after hours and on weekends as the occasion may warrant.
