FINANCIAL ANL 4 (Sr. Budget and Finance Analyst)Department Description
This position is part of the OCP Finance, Operations, and HR cluster that provides regular advise and consultation to the organization's executives, whose scope of responsibility extend beyond campus affairs to include systemwide, state, and federal relationships. Manages highly sensitive, high profile budget and finance actions and matters related to critical campus initiatives.
Job Summary Under general guidance of the OCP Finance and Operations Director, perform budgetary and financial functions for one or more units within the Office of the Chancellor and Provost (OCP), including projects to assist in their effective fiscal management, and represent OCP in meetings and discussions as needed. Ensure appropriate accounting and internal controls are maintained. Prepare and establish budgets, organize resources according to budgetary plans, prepare both routine and ad hoc financial reports using data from the general ledger and unit or project budgets, and forecast revenue and expenses. Assist in the development and/or analysis of rates for recharge services and other revenue/funding sources. Assist in the development and management of Service Level Agreements (SLAs) and Memorandum of Understandings (MOUs).

PHYSICAL DEMANDS - Work at a computer terminal for extended periods.
WORK ENVIRONMENT - This is a hybrid work arrangement.
- Work flexible schedule and occasional overtime evenings and weekends to meet business needs and critical deadlines.
- May require restricted vacation schedule May through July.

MINIMUM QUALIFICATIONSAdditional Minimum License/Certification: Minimum Education/Experience: - B.S. degree in Finance, Accounting, Business or equivalent combination of education and experience
- Experience performing detailed analyses utilizing large volumes of complex data that can result in both detailed and summarized financial reports.
- Experience advising managers and executives on complex financial and budget issues/analyses.
- Experience with fund accounting and general accounting principles and techniques to apply to budgeting, rate development, and financial reporting.
- Experience monitoring and managing a complex budget using an automated accounting system.
- Experience conducting research and preparing break-even analyses, variance analyses, and feasibility studies.
- Experience using Microsoft Office products (Excel, Word, and PowerPoint) or other automation tools to perform complex spreadsheet analyses, formulate and prepare complex reports, and prepare sophisticated presentations.
Minimum Knowledge, Skills, and Abilities (KSA) :PREFERRED QUALIFICATIONSAdditional Preferred License/Certification:Preferred Education/Experience: - Advance degree in Accounting or Finance or equivalent combination of education and experience.
- Experience making presentations to groups, facilitating group discussions, and achieving consensus from disparate perspectives.
- Experience with Kuali Financial Systems (KFS) or equivalent.
- Experience developing service/recharge rates for self-supporting operations.
- Experience with statistical data collection techniques and quantitative analysis.
Preferred Knowledge, Skills, and Abilities (KSA) : - Knowledge of public sector business practices, entrepreneurial operations, and fund management.
- Knowledge of University of California, Davis, policies and procedures pertaining to financial administration, payroll, personnel, and other business-related activities.
