DESCRIPTION

Responsible for managing the administrative operations of the Office of Innovation & Commercialization (OIC) including the following functions: operations, facilities, staffing, budgetary finance, accounting, and other related functions as needed. Accountable to the Associate Vice Chancellor (AVC) of OIC for all aspects of the operational and financial management of the department. The Chief is responsible for the development and coordination of policy and procedures and the negotiation of overall resources. Incumbent has primary responsibility for long range planning and innovative solutions for the full range of business management issues. Incumbent has responsibility for overseeing fiscal management and control of complex budgets, post-agreement compliance and outreach, purchasing, program development and management, space and facilities, information systems and coordination of staff human resources and payroll. Serves as principal adviser to the AVC and analyzes and makes recommendations on a variety of issues for the AVC.

Possesses direct responsibility for the general operations of the department. Provides leadership and high-level counsel to the AVC in the planning, appraisal, analysis, implementation, and operations of major campus innovation programs, strategic initiatives and special projects. Exercises initiative and leadership within the parameters of the department's and University's policies and regulations to accomplish the short-term and long-term goals and objectives for the OIC organization. Represents AVC and OIC on Campus-wide committees. Acts on behalf of the AVC on various operational matters in their absence.

Responsible for the financial management of a comprehensive, unique, complex and expanding innovation program for UC San Diego campus. Manage all financial activities and license compliance issues of a wide range of intellectual property case portfolios and programs. Develop and implement financial and licensing compliance procedures of intellectual property programs of UC San Diego. Develop and implement financial procedures of innovation programs. Provide advice and dispute resolution to AVC to avoid potential serious legal and financial consequences. Possesses primary responsibility to initiate and implement Inventor and Author Share Distribution, as well as Research Support Fund Distributions. This includes acting as a primary liaison to attorney firms, licensee companies, faculty members, school Deans, department chairs, and business officers, to resolve income, expense, and distribution issues.

Supervise, directly or indirectly, all staff members of the Finance and Operations unit of OIC.

QUALIFICATIONS

• Bachelor's degree in Business, Accounting, Finance or related area, plus six (6) years experience in Finance/Operations Management and/or equivalent combination of education and experience.

• Advanced knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management. Broad knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and personnel management under labor contract(s) and personnel policy. Ability to apply high ethical standards to own business practices and decision making and applies same standards to the actions of business colleagues.

• Advanced knowledge of financial analysis and reporting techniques, and / or human resources policies and procedures for staff and academic employees. Strong ability to evaluate processes to establish and maintain appropriate accountability structures and strong internal control elements. Experience both in being audited and in performing internal system audits with the ability to interact with internal, outside audit companies as well as federal auditors.
