Reporting to the Director of Finance and Administration, the Manager of Finance and Budget is responsible for the overall financial management and budgeting of unrestricted accounts for the Department of Computer Science in The Fu Foundation School of Engineering and Applied Science (SEAS). The Manager provides budget and financial analysis support to Chair, Department Administrator, faculty and management. The Manager of Finance and Budget is also responsible for overseeing the Payroll and Academic Appointments Coordinator, ensuring that all appointments, payroll and student funding processes are being implemented efficiently and accurately.
(40%) Budget and Financial Reporting: Manages and monitors activity for faculty unrestricted accounts. Partners closely with faculty whose unrestricted portfolios are overspent to prepare solvency plans and implement cost control measures. Builds department business plans and financial forecasts to produce in-depth analysis of programs, services and service areas. Responsible for the development of revised departmental financial forecasts for the current budget year as well as multi-year financial estimates. ??? Develops cost-benefit analyses of proposed initiatives; oversees financial operations and analysis and provides support to develop models, business plans and other tools to allow for more efficient financial analysis and decision making . Identifies, recommends, and implements changes to processes, procedures and ARC reporting to improve workflow related to student funding, financial aid, appointment processes and financial accounting.
(30%)Manage appointments and payroll for faculty, students and research staff .Oversee the processing of hiring documents, student funding and subsequent personnel and payroll transactions, verifying labor distribution of salaries and Ad Comp. Responsible for the analysis of salary distribution, fringe benefit calculations, suspense accounts and any other reporting required by the department. Faculty Summer Salary and Solvency Planning. Coordinates with faculty and partners with the grants management team to calculate and process all summer salary charges and provide reporting to the DFA, Chair, and Dean???s Office.
(20%) Staff Training and Development: Training and Professional Development. Provides training and instruction for new departmental staff, and ensures that staff are apprised of relevant changes in departmental, School, and University procedures and policies. Innovation and Continuous Improvement. Identifies and recommends process improvements and promotes a culture of innovation, advancement, and continuous improvement. Performance Management. Coaches, counsels, mentors, and implements corrective action to address performance deficiencies. Completes performance evaluations and partners with staff to implement and monitor progress toward S.M.A.R.T. Goals (specific, measurable, attainable, relevant, time-bound).
(10%) Performs other tasks, duties, and responsibilities as assigned.
Bachelor???s Degree is required, with a preference for training in Finance, Accounting, or other relevant fields. Advanced degree desirable (e.g., MBA, MPA). Minimum of 5 to 7 years of substantial hands-on experience in finance and administration. Demonstrated ability to research and prepare comprehensive reports, plan, implement, and evaluate programs and services, and develop and maintain effective relationships with faculty, staff and administrators at all levels. Expert-level computer skills including MS Excel, data warehouse, reporting tools, queries and reports. Use of excel, including creation of pivot tables and formulas (i.e. VLOOKUP), will be a must for creating reports and analyzing variances on a variety of data sets which will include, but are not limited to, start-up funds, department commitments, and Dean???s subsidies. Experience in higher education or other large, complex institution preferred. Familiarity with Columbia financial systems, particularly the Accounting at Columbia (ARC) system, is preferred. Experience with running financial report for project reconciliation, budgeting in the University Budget Tool, handling labor accounting in People @ Columbia (PAC), working in the Financial Front End (FFE) and RASCAL systems. Must have excellent interpersonal, communication, organizational, and leadership skills. Ability to establish priorities, work under pressure, and exercise independent judgment and discretion is necessary. Ability to react quickly and effectively to other inquiries from a variety of management levels with comprehensive and accurate information in a wide variety of contexts and changing priorities is needed. Positive, forward-thinking, mission-oriented attitude and a sense of humor are a must.
