Under the general supervision of the Chief Executive Officer (CEO), the Director of Finance & Operations (DFO) provides oversight of administrative and financial systems including finance, accounting, information technology, human resources, and physical infrastructure. As a member of the senior management team, the DFO will be involved in a range of strategic planning and internal initiatives.
The DFO will work closely with the CEO and the senior management team in implementing ExtraFam’s strategic plan. The DFO will act as the primary liaison to the Board of Director’s Finance Committee, working closely with the committee to strengthen ExtraFam’s financial position. The DFO is also designated as the Corporate Compliance Officer for the agency, monitoring the agency’s corporate compliance program and ensuring that the governance authority is fully informed at all times on matters pertaining to corporate compliance.
Duties and Responsibilities
Supervises the overall accounting services for the organization including accounts payable and receivable, inventory and capitol assets, banking, and payroll functions.
Oversees Staff Accountant functions (accounts receivable/payable, deposits, payments, reconciliations, etc.)and ensures compliance with Cost Allocation Plan and agency’s accounting manual.
Works with the Director of Philanthropy to handle revenue for all development initiatives, including but not limited to, creating and monitoring grant budgets and spenddown and providing grant-related financial reporting information in a timely manner.
Processes and tracks all monetary and stock donations. Tracks use of restricted funds and produces monthly revenue reports for reconciliation with the Director of Philanthropy.
Interfaces with CPA firm to coordinate annual financial audits and oversees the CPA firm's completion of Forms 990 and 199, working closely with the Staff Accountant.
Plans, coordinates, and executes the annual budget process with CEO and Director of Philanthropy. Manages the organizational budget, ensuring fiscal responsibility and strong internal controls.
Provides monthly financial reporting and analysis of financial statements for the CEO, the Finance Committee, and to the Board of Directors, consisting of cash flow projections, monthly financial statements, budget variances, and other key financial information. Shares reports with relevant staff, the Finance Committee, and the Board, providing analysis and guidance.
Participates in Board meetings (the DFO is the official notetaker), producing the Minutes, preparing Resolutions for voting, and presenting accurate financial reports as appropriate. Serves as lead staff support to the Board's Finance Committee.
Works with staff to monitor, manage, and report on department and program budgets throughout year.
Performs reviews of accounting practices, and banking/investment activities as needed by the Accreditation entity or requested by CEO and/or Finance Committee. Makes recommendations to minimize risk and improve the efficiency and effectiveness of operations and undertake new actions in these areas as directed.
Responsible for supervising building controls including, but not limited to, telephone and internet services, copier and other leased equipment, and building repairs and maintenance.
Oversees IT functions, working with our third-party vendor to ensure sound operations and compliance.
Works with the Office Manager and Administrative Assistant to analyze and organize office operations and procedures to increase efficiency and productivity.
Provides administrative supervision of facility vendors and contractors, and in concert with the Office Manager, establishes and manages vendor accounts and relationships.
Oversees employee health benefits and payroll in collaboration with HR Generalist and Staff Accountant.
Manages contracts, insurance, space/equipment rentals, and other legal agreements and compliance.
In collaboration with the Management Team and with oversight of CEO, share in decision making, planning, logistics, implementation, and oversight of organizational activities and programs, as well as drills, safety inspections, accessibility plans, and corrective action plans.
Oversees HR Generalist functions (payroll processing, benefits management, new employee and independent contractor onboarding, periodic performance reviews, and general HR policies).
With the HR Generalist, ensure compliance with personnel policies, state/federal labor laws, CAL-OSHA, maintain employee handbook.
Help build a supportive organizational culture that advances ExtraFam’s mission and vision, and that manifests the organization’s core values.
As the organization's primary point of contact for corporate compliance issues (esp. regarding accreditation), develop, implement, and monitor the organization's corporate compliance report.
Prepare, submit, and present periodic reports on corporate compliance issues to the CEO as needed and/or as may be required by accreditation. In the performance of his/her compliance duties, the DFO shall report to the CEO and shall have direct access to the organization's accounting firm and/or legal counsel on an "as needed" basis for matters and questions pertaining to compliance, HR, etc.

Bachelor’s degree Finance, Business Administration, or related field required. Master’s degree preferred.
Certified Public Accountant preferred.
A minimum of seven years of experience with nonprofit social services administration, with an understanding of the requirements of foster family agency operations preferred.
Advanced knowledge of standard business computer applications: Microsoft Office Suite, internet, email.
Exceptional written and oral communication skills.

Demonstrated experience in nonprofit financial management and accounting for budgets of 1+ million or more; participation in contract & program audits, legal compliance, and budget development.
Experience with third-party accreditation process a plus.

Satisfactory health screening, satisfactory TB test, and LiveScan fingerprinting background check. Current driver’s license, auto insurance, and a vehicle in good working condition.
This position supervises 3-4 direct reports and oversees the work of all contracted services.
