Jewish Family & Child Service (JFCS) has served the greater Portland area since 1947 and is an affiliate of the Network of Jewish Human Service Agencies (NJHSA). JFCS is recognized as a charitable organization by the Internal Revenue Service under Section 501(c)(3) of the Internal Revenue Code. The primary sources of revenue are support from the Jewish Federation of Portland, contributions and grants, and service fees. JFCS provides vital services to vulnerable people of all religious and socioeconomic backgrounds.

In support of the Agency’s mission, the Director is responsible for effective oversight and management of finance and accounting, grant fiscal compliance, budgeting, reporting, treasury, and risk management functions.
As a key member of the Executive Leadership Team and the organization’s chief financial officer, the Director provides leadership and expertise in the development and monitoring of financial strategies; the development and management of systems and practices which ensure compliance with GAAP accounting and reporting standards, IRS requirements, and best practices in financial management for non-profit organizations; and has key role in helping identify and analyze new business opportunities.
The Director works closely with the Board Finance Committee, providing leadership in development and implementation of key financial, investment, and risk management policies, as well as identification, exploration, and resolution of high-level financial choices and challenges.
The Director supervises the work of a bookkeeper, which is the other finance position within JFCS.
As such the ideal candidate will be very comfortable and effective in performing and supervising day to day accounting functions, while also having the aptitude to provide analytical review of business initiatives, and the ability to see the big picture and provide strategic advice and support to the leadership team and the board.

Essential Functions and Responsibilities:
Accounting and Financial Policies & Systems:
Assure that financial accounting and reporting procedures, and internal controls of the agency are performed in an accurate, professional and timely manner.
Develop and maintain systems to ensure timely and accurate financial accounting records while assuring the agency complies with its policies and program requirements consistent with GAAP and the specific requirements of contracts and funding agreements.
Maintain appropriate policies and controls; and train staff on fiscal management of programs and grants, management of restricted funds, time limited contractual funds, and other practices as needed.
Produce consistent and standardized monthly financial statements.
Liaise with external auditors and the finance committee of the Board of Directors to ensure accurate and timely annual financial audit.
Ensure timely submission of accurate reporting to grant and contract funding sources to effectively monitor and manage grants and awards invoicing and drawdown requests.
Budget & Forecasting:
Generate and manage budgeting, financial forecasting, operating plans and modeling tools.
Forecast cash flows and maintain cash management and working capital controls.
Treasury & Risk Management:
Provide effective management of treasury related functions including banking relationships, lines of credit, cash flow planning and management, oversight of investments within the guidelines provided by Board approved investment policies.
Oversee risk management functions. Ensure adequate cost-effective insurance to prudently cover all the affairs of the organization, including property loss, liability, directors’ and officers’ exposure.
Provide accurate and timely financial recommendations to stakeholders, management team and Board of Directors for decision making purposes.
Identify and produce key performance indicators that assist management and the board to understand and measure current and past trends in program revenues, costs of fundraising and marketing, the impact of programs and expenses, and other areas that support the viability and growth of the agency.
Partner with management to improve efficiency and effectiveness of financial processes, marketing programs, fundraising initiatives, new and existing programs, and outsourced back-office functions.
Develop financial models and analyses to support strategic initiatives.
Education, Training, and Prior Work Experience Required for this Position:
Bachelor's Degree or equivalent education and professional experience in Accounting or Finance. MBA desirable.
7+ years accounting experience with at least 3 years as accounting manager with overall responsibility for accounting functions.
3+ years of experience in financial planning and analysis with demonstrated experience of developing and using analytical models or frameworks to review and evaluate programs/business opportunities.
Strong leadership skills required.
Advanced Microsoft Office and PowerPoint skills required.
Experience in nonprofit sector strongly preferred.
Experience in grants management preferred.
Knowledge of Customer Relationship Management software and reports such as DonorPerfect, SQL, and Welligent or equivalent preferred.
