West Chester University of Pennsylvania’s Department of Finance and Business Services invites applicants for the position of Purchasing Agent 1. This position is responsible for the procurement and contracting of goods and services purchased by the University. Duties include procurement and clerical tasks related to processing of procurement transactions, including the issuance of bids and Requests for Proposals, adherence to Commonwealth of PA laws, Pennsylvania State System of Higher Education and University guidelines, use of University financial system, correspond with vendors and the campus community.
Procurement of goods including but not limited to supplies, materials, equipment, and services in support of all University departments in the most efficient and cost-effective manner.
Manage formal and informal bidding, RFP development and implementation, the creation and administration of contracts with supervisor oversight.
Adherence of guidelines of the Procurement Code (ACT 57) and established PASSHE and WCU Purchasing policies and procedures.
Daily input and update to the Financial System, creating encumbrances, and generating purchase orders.
Attend vendor shows and exhibits.
Research new sources for commodities and services.
Create and manage vendor relationships.
Respond to end user request for pricing and availability of goods and services, information and statuses of pending orders.
Assists requesting department during the RFP process.
Contract administration – Inform all departments that have yearly contracts for service / maintenance that contracts will expire and request that a new electronic requisition be generated to continue service.
Reconcile all discrepancies, expedite all purchase orders, including back orders, and resolve any other outstanding issues.
Three years of purchasing work involving contact with vendors in the procurement of a variety of supplies, materials, equipment, and services; or four years of stores or warehouse experience that included responsibility for maintaining inventory control or requisitioning or ordering supplies. Post-high school instruction may be substituted on a year-for-year basis for purchasing or stores experience to a maximum of two years.
Any equivalent combination of experience and training.
Required Knowledge, Skills & Abilities:
Knowledge of office practices, and Microsoft Office suite, and accurate and systematic supply, procurement methods.
Knowledge of purchasing procedures including methods of bidding, preparation and application of specifications, contacts with vendors, and award of contracts.
Knowledge of the types, characteristics, supply sources, and market factors of commodity or equipment categories frequently required by state agencies or institutions.
Ability to learn Commonwealth purchasing procedures and regulations.
Ability to establish and maintain effective working relationships with associates, vendors, and the general public.
Ability to express ideas clearly and effectively, orally and in writing.
