IT Finance & Procurement Manager

Responsibilities:

• Supervise a team to manage IT procurement, IT administration, Contract Management and Vendor evaluation.
• Responsible for IT Procurement management including workflow, operation and execution
• Deliver daily procurement operations including the internal reporting and external audit purposes
• Implement effective internal controls on procurement workflows; handle procurement process, vendor/contracts management, co-sourcing management, payment and operational improvements
• Ensure full compliance with the Bank policies and/or regulations of procurement and payment process with full records and reports and audit follow up
• Collaborate with PMO, IT Teams and Finance with the alignment of financial and procurement management
• Supervise the daily IT administration
• Prior experience in PMO will be an advantage
• Assist in ad hoc assignments and provide support to the teams

Requirements:

• Degree holder in Information Systems, Accounting or related disciplines
• At least 8 years supervisory experience in Procurement or similar functions with IT institutions
• Sound knowledge in procurement, contract activities and bank operations
• Proficient in Microsoft Office, Excel, and good at writing Excel Macro is a plus
• Well familiar with IT projects, operations and execution
• Strong interpersonal, communication and organizational skills, sound analytical thinking and good team player
• Good command of spoken and written Chinese and English. Mandarin speaking is required.
• Candidate with less experience will be considered for a Junior Position
