Position summary This position serves as a key member of the College of Biological Sciences (CBS) leadership team, providing strategic direction for financial and facilities matters and ensuring that the academic vision is supported by financial and facilities resources. This position is responsible for overseeing deployment of finance, accounting, capital planning, space, and facilities for CBS. This position also has oversight over grants and contracts, audits, inventory, and most aspects of reporting and data analysis, including enrollments, course offerings, and instructional activity. This position may represent the college on standing and ad hoc University-wide committees and maintains productive relationships with central leaders in the functional areas listed above.
The College of Biological Sciences is currently navigating a transition from a small to mid-sized college. CBS is made up of approximately 2,235 undergraduates, 279 graduate students, 108 postdoctoral researchers and 230 staff. CBS is home to 152 faculty members, including Medical School faculty in shared departments. In fiscal year 2019, CBS ranked second among its peers in sponsored expenditures per faculty member and had 2,405 active grants, including 98 exceeding $100,000 in expenditures. CBS provides essential financial support to shared research infrastructure and initiatives and multi-collegiate events that foster research collaborations. The Director of Finance and Facilities will serve a critical role in maintaining current operational strengths and identifying strategic opportunities to support the college’s growth.
Responsibilities 50% Financial Oversight and Management • Primary responsibility for the college’s financial status, business processes and oversight on an ongoing basis • Recommend action based on analysis of financial/budget, student enrollment, tuition policy and operational data within and outside of CBS • Consult with CBS HR Director on payroll related activities, including compensation decisions (merit, equity, retention, etc.) • Meet annually with CBS HR Director to review the collegiate budget. • Project, monitor, and analyze collegiate revenues and expenses • Provide authority on budgetary impacts in order to make the best use of resources • Author, implement, and enforce collegiate financial policies and guidelines • Knowledgeably engage on the full range of university financial issues, including: sponsored and non-sponsored financial administration, tuition and fee policies, internal service organizations, external sales, royalties, effort certification, endowments, scholarships, financial transaction and reporting systems, etc.\\ • Oversee the college financial services made up of the Financial Services Office and BioGEN Financial, both of which are made up of a team of civil service, AFSCME and student staff handling grants and contracts, external sales, financial reporting, financial management, endowment forecasting, scholarship management, gift processing and budgeting. • Oversee audit responses, all-funds reporting and projections, e.g., state subsidy, tuition, fees, ICR, sponsored funds, endowment funds. • Serve in the formal University roles of Chief Financial Manager (CFM) and RRC Contact for CBS • Lead improvements in financial systems reporting and streamlining of fiscal and administrative practices • Make recommendations in financial management process and practice discussions across the University and oversee implementation of new financial policies and procedures within the college. • Oversee CBS’s Capital Improvement Plan and other capital planning documents
20% Strategic Leadership and Supervision • Responsible for supervision of the CBS Finance Manager, CBS Facilities Manager, Finance Supervisor (Biogen), and Grants and Pre-Awards Supervisor (Biogen) • Serve as a key member of the CBS leadership team • Key role in developing, implementing, and evaluating collegiate strategic plan • Provide expertise, write, and formulate recommendations and/or provide guidance to create recommendations for central administration • Provide multi-dimensional analysis for complex issues that require data-driven decision-making • Routinely monitor workplace for areas where growth is needed or possible and where existing resources can be further enhanced • Identify opportunities and creative solutions to utilize collegiate financial and facilities resources to achieve the college’s diversity, equity and inclusion goals • Serve on or lead collegiate and University-wide committees/work groups
15%- Facilities, space, and capital planning • Oversee workplan for CBS Facilities Manager, who serves as the college’s RRC Facilities Lead (RRC-FL which is the designated collegiate representative on facility and campus operations issues to University Services including CPPM, FM, PSRE, etc.) and head of the CBS Safety Committee. • Oversee facilities, space, and capital planning for CBS including research, teaching, field station, and administrative needs by: o Determine funding availability for facilities related projects as identified and prioritized by the CBS Facilities Manager in consultation with college leadership. o Oversee, collaborate and direct the development, implementation, and management of college-specific facilities-related policies, goals, and standard operating procedures by the CBS Facilities Manager o Oversee generation of CBS’s submissions for the Six Year Capital Plan, and Annual Capital Budget, and other capital planning documents
15%- Collegiate oversight for grants and contracts, inventory, audits • Collegiate point of contact for Department of Internal Audits • Oversee collegiate fee administration/ and course fee allocations • Analyze and approve requests for instructional resources, including teaching needs, and other resources • Review and approve sponsored project proposals, responsible for effort coordination, grants and contracts administration • oversight of capital asset inventory processes |
