This position is responsible for planning, organizing, supervising and evaluating all financial, and accounting activities for the Cooperative. This position is also responsible for the recommendation and design of Corporate policies, operating procedures and rate design and reports to the CEO/General Manager.
This position will direct all Cooperative finance and accounting, ensure all accounting and financial records are kept in accordance with generally accepted accounting practices and RUS Uniform System of Accounts procedures.
Develop financial studies and plans
Administer the preparation of loan applications and supporting documents for the construction of electric facilities or for short term financing
Will assist in the development of C & L Electric's Information Systems, Coordinate the formulating of policies both Board and Operational, direct the development of Cooperative budget and determine and perform daily investment decisions and transactions.
Maintain current knowledge of all regulations and laws, as they pertain to the Cooperative; of the Internal Revenue Service, Public Service Commission, Rural Utilities Service and any other organization that might have jurisdiction over the Cooperative.
Prepare documents for submission to RUS or other lending agencies for approval for loan fund advances. Perform follow-up procedures to ensure work orders are properly approved by RUS and resolve any differences that may occur.
Study and develop and implement procedures to improve the efficiency and effectiveness of all phases of accounting and coordinate with department heads to put the procedures in effect.
Bachelor's degree or equivalent in Accounting, Finance, Business Administration or related field.
Certified Public Accountant preferred
Ten years progressively responsible experience which should include exposure to the various aspects of utility operations.
Exposure should include accounting, personnel administration
Thorough understanding of Internal Revenue Service, Public Service Commission, Rural Utilities Service and any other organization and other related employment legislation.
Knowledge of data processing and its application to utility accounting.
