The George Mason University, Office of the Provost, invites applications for a full-time Senior Budget & Finance Analyst. The Senior Budget & Finance Analyst will provide budget analysis, forecasting and development support for the Office of the Provost that include, but not limited to, Enrollment Management, Undergraduate Education, Graduate Education, Faculty Development and Global Education. The position will collect and verify budget and financial data, recommend resource allocations, manage expenditure processes, audit and reconcile commitments. The position will prepare standard and adhoc financial reports for various audiences, both internal and external. This position will ensure that financial activities and initiatives are in compliance with University policies and procedures.
Reporting to the Director of Budget Operations, the Senior Budget & Finance Analyst will be responsible for:
Budget Development Forecasting and Management:
Provide revenue and expense reports that provide trend analysis and year end projections based on history and current data;
Provide analysis for developing/reorganizing budgets;
Manage the position maintenance process;
Ensure the office of the Provost unit organizational structure aligns with the chart of accounts structure to ease and aid reporting;
Ensure expenses are paid from appropriate funding sources.
Identify current budgetary needs;
Ensure proper tracking;
Ensure proper communication to internal and external clients;
Provide reports and analysis;
Make recommendations on how to meet strategic goals.
Review and approve payments made via HR and Purchasing;
Manage all Provost personnel access to finance and HR systems;
Communicate Commonwealth and University policy and rule changes to Provost personnel.
Supervision of Wage Employee(s):
Provide active supervision and training of employees;
Ensure compliance with all HR and supervisor policies and ensure that all University, State and Federal regulations are followed.
Prepare reports and spreadsheets for new initiatives and projects;
Perform other duties as assigned.
BA/BS degree and demonstrated experience (3+ years preferred) with budgeting and finance, preferably in a university setting; or equivalent combination of education and experience;
Experience working as a budget analyst with multi-million-dollar budgets;
Experience aligning resources with strategic priorities and forecasting future needs;
Experience interacting with high level executives providing vision to their budget and partnering with them to build the future;
Experience interpreting, following and enforcing policies and procedures;
Strong communication skills (written and verbal);
Knowledge of accounting procedures and software;
Ability to synthesize large amounts of data into easily understood financial reports;
Experience with forecasting and budgeting;
Intermediate to advanced MS Office skills in word processing, excel and access;
Skilled at dealing with problems and finding workable solutions;
Detail oriented with the ability to provide concise, easily understood summary data;
Ability to maintain harmonious working relationships with a population of diverse individuals; and
Ability to maintain confidentiality.
College Business Management Institute certificate (CBMI);
Advanced experience working with Excel and Access; and
Knowledge of Mason's administrative software programs (Banner, Microstrategy, Webex, eVa) and/or previous work in administrative support at Mason preferred.
