The Business Office is tasked with providing high quality financial services to students, faculty, staff, administrators and management in accordance with procedures and practices established by the American Institute of Certified Public Accountants (AICPA), Comptroller of the Commonwealth, National Association of University Business Officers (NACUBO), Governmental Accounting Standards Board (GASB), Virginia Community College System (VCCS) and the Local College Board. This position is responsible for providing financial leadership, guidance and oversight to Accounting operations at the college. This position directs, plans, organizes, and provides leadership to the day to day operations. Functions include reporting and overseeing accounting units within the college. Ensuring that internal controls are in place and that the College remains in compliance with all applicable laws, regulations, policies and procedures in order to support the mission and goals of Thomas Nelson Community College. * Performance Management ** Review processes and procedures and collaborate in the implementation of new technologies and workflows to improve services. ** Directs, plans, organizes, and provides leadership to the day to day operations in the areas of accounts payable, local fund accounting, general accounting and grant and contract accounting. ** Provide leadership and guidance in the development of unit goals and outcomes as they relate to the overall mission of Thomas Nelson. ** Provide leadership that motivates and promotes team building, while fostering a positive work environment. ** Arrange cross-training within the department to ensure all functional units have backup to perform tasks. ** Conduct staff meetings on a regular basis to allow the exchange of information and provide training. ** Directs accounting staff of the College in the areas of accounts payable, local fund accounting, general accounting and grant and contract accounting. ** Ensures the requirements of the performance planning and evaluation system are met and evaluations are completed by established deadlines with proper documentation. ** Ensures performance issues are addressed and documented as they occur. Safety issues are reviewed and communicated to assure a safe and healthy workplace. * General Accounting and Analysis ** Ensure that reports are prepared and issued within specified timeliness as prescribed by VCCS/DOA. ** Accurately complete reports in accordance with agency guidelines and within established deadlines wit not more than two errors per report. Agencies may include State Council of Education, Federal Government, Department of Accounts and various cognizant agencies. ** Oversees the preparation of agency transfer vouchers. ** Responsible for ensuring accuracy of financial data. ** Prepares and /or reviews all opening, closing and adjusting journal entries. ** Reviews, evaluates and approves yearend financial statements to ensure that they are in accordance with Generally Accepted Accounting Principles (GAAP), and Audit Guide of Colleges and Universities by the American Institute of Certified Public Accountants (AICPA). ** Responsible for the preparation of other financial data as requested by the Local Board, other college officials, VCCS, other state agencies, and TNCC Educational Foundation. * Grants Management ** Overseas the reporting requirements for sponsored programs and also complies information to complete monthly, quarterly, annual and final reports. ** Monitors and reviews financial data for University grants and contracts ensuring compliance with the sponsor, University, State and Federal Agencies. ** Ensures that compliance audits reveal no major financial reporting findings. ** Recommend changes in procedures to improve reporting and efficiency. ** Perform necessary follow up with agencies and project directors to ensure sufficient cash is on hand to make disbursements at all times. ** Supervises all grants management activities to ensure compliance with grantor restrictions. Monitors disbursements and revenue to ensure compliance with regulations. Prepares and/or reviews all pertinent transactions and reports. Supervises disbursement of financial aid funds to students. * Accounts Payable ** Develops policies and procedures to ensures that the College remains in compliance with the Department of Accounts policies as identified in the CAPP manual. ** Provides travel training to outside staff. ** Ensures that the travel card is being administered appropriately.
