Potomac State College (PSC), part of the West Virginia University (WVU) system of campuses, is seeking highly qualified candidates for the position of Executive Director of Finance and Operations. Reporting directly to the Campus President of Potomac State College, the Executive Director of Finance and Operations is responsible for the financial management of PSC, including oversight of strategic budgeting, procurement, student accounts, payroll, fiscal operations, reporting, and accounting for revenue and expenses of PSC funds. This position also has operational oversight over the areas of facilities and information technology. The incumbent works closely with, and is supported by, the staff of Strategic Initiatives division on the Morgantown campus. This position serves as a member of the executive leadership team and, as such, provides the President with decision-making support and may make decisions in the President's absence.
In order to be successful in this position, the ideal candidate will:
Manage/supervise the efforts of the professional and clerical staff of the Business Office and the operations of PSC's business affairs including the following:
Develop and maintain an understanding of the various modules of the WVU financial (Oracle/MAP) and student system (BANNER), as well as the State of West Virginia system and how they integrate. Coordinate, develop, implement, and evaluate the annual budget for PSC, as well as administer the approved budget by working with the various departments across PSC. Advise the appropriate administrator by analyzing past performance and future projection trends, costs and administrative commitments and responsibilities. Be responsible for the development of budget projections balancing available funds against expenditures and identifying areas of possible cost reduction, revenue enhancement, or process improvement.
Oversee the maintenance of financial records and ensure appropriate internal controls are in place to comply with state and federal laws and University policy. Be responsible for development of routine and ad-hoc financial management reports, including those requested by PSC leadership team and/or external parties. Review, analyze, and interpret fiscal activity monthly and present results to President and other designees, outlining context of information and issues requiring review and/or action.
Serve as liaison with the Morgantown campus offices of Strategic Initiatives, including Finance, Auxiliary Services, and Procurement, as well as the WVU Foundation, Office of Sponsored Programs, Shared Services Center, and other units as necessary.
Oversee monitoring, pre-auditing, and post-auditing of invoices and other financial documents including: coordinating operations of accounting and accounting control procedures; reviewing requisitions, resulting purchase orders, and receiving documents; processing reimbursements; processing vendor invoices; Purchasing Card activity and managing blanket and limited purchase orders; and processing related financial transactions and documents.
Be responsible for the application of sound payroll procedures. Oversee the processing of semi-monthly payroll data including related cost accounting for management. Oversee preparation and maintenance of the PSC campus specific operational and financial policies and procedures and ensure that PSC abides by WVU's written policies and procedures.
Oversee the preparation of financial analyses of PSC needed for the annual external audit of WVU, as may be required by the Division of Finance accounting personnel at WVU.
Monitor collection of student fees and other miscellaneous receipts for the College and auxiliary enterprises.
Develop College fee schedule, including student tuition fees, for the campus that will adequately provide revenue for the College's needs, yet remain financially competitive with nearby colleges. Estimate revenue for upcoming year based upon rates and expected enrollment.
Understand and promote the service link between central units, the WVU Shared Services Center, and PSC to ensure service goals are met by:
Frequently engaging with the Division of Finance, Talent and Culture, HR Partners, Shared Service leadership, and others to ensure complex questions are resolved.
Providing escalated inquiry support to employees that have contacted Shared Services regarding unit specific policies, plans and processes.
Supporting and partnering with the Division of Finance and Shared Service Center staff to develop information and training sessions on university financial policies and procedures and budget management techniques.
The division will work with the Shared Services Center to establish expected service levels goals for handling calls, emails, and transactions.
Be responsible for the management of specific services related to PSC's operations including, but not limited to telephone services, campus transportation needs, campus service/supply office, conferencing and facility scheduling, copiers, property management, printing services, BRIM claims and reports, leave system, and portable communication devices.
Serve as the campus liaison with the University and auditors concerning the PSC budget and finance functions which significantly affect PSC.
Serving on various division/University-related committees at the request of the President of PSC/WVU Division of Finance.
Operationally oversee all facilities activities at PSC in conjunction and consultation with the PSC Facilities Director and WVU Facilities and Services. Provide supervisory support to the Facilities Director in the performance of his/her duties which include resource management, planning, financial management, and personnel management related to facilities.
Operationally oversee all Information Technology (IT) activities at PSC in coordination with the PSC Coordinator of IT and WVU IT Services. Provide supervisory support to the Coordinator in the performance of his/her duties which includes the supervision of IT staff, planning and managing IT projects, IT support, and IT training.
Bachelor's degree in a business field (e.g. accounting, finance, business administration, public administration); or any equivalent combination of education, certifications, and experience that provides the incumbent with the knowledge, skills, and ability to successfully perform the job. Master's degree in a related field preferred
Five years of p rogressively responsible financial experience in a complex organization, and s trategic planning and/or budgeting. Experience in facilities and Information Technology preferred
