Essential Job Duties:
The Director of Business Administration is a leadership position within the division of Environmental Health & Public Safety, providing fiscal oversight of $33.1M with nearly $20M in revenue and HR management of 180 fte, 500+ part-time staff and student interns.
The Director of Business Administration is responsible for budget preparation, financial planning and forecasting, budget management, audit compliance, and accounts payable and accounts receivable oversight. The incumbent is responsible for managing the budget centrally for the following units: Environmental Health & Safety, University Police, Security Applications & Technologies, Insurance and Risk Management, Emergency Management and Mission Continuity and Risk Assessment. An in-depth understanding of the business of these units is critical, as the Director is driving the fiscal strategy of these units. Additionally, the incumbent is responsible for fiscal oversight and central reporting for the Department of Transportation.
As the HR Lead for the division, the incumbent oversees the day-to-day HR activity of the division and consults with division managers and directors to strategize and achieve business needs. The director is responsible for determining and implementing Division policies and practices and driving division business initiatives, focused on process improvement and efficiency gain. The Director supervises the business office team, comprised of the Division HR Coordinator, Accounting Technician, Division Payroll Coordinator, and the Executive Assistant.

Bachelor’s Degree in Business Administration, Public Administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Optional Guidelines: *Contributing: Bachelor’s Degree in Business Administration, Public Administration, or related business area; or Associate’s Degree and two years of Administrative, Business, or Financial Management Experience. *Journey: Bachelor’s Degree in Business Administration, Public Administration, or related business area and two years of Administrative Management or Business Management Experience. *Advanced: Bachelor’s Degree in Business Administration, Public Administration, or related business area and three years of Administrative Management or Business Management Experience.
Thorough knowledge of University Accounting practices, Budget Office policies, Procurement guidelines, State Spending Guidelines, and Internal Audit requirements.
Extensive knowledge of and experience with accounting, financial forecasting and budget preparation and management.
Highly proficient in Microsoft Excel or similar software.
Ability to review financial data, interpret, and extrapolate critical information – spending trends, patterns, potential deficits.
Ability to clearly, logically compile financial data and present it to a variety of audiences, to include division leadership, the Vice Chancellor for OFA, Research Administration, Budget Office and other campus units.
Ability to lead an exceptionally productive team.
Ability to serve as division diplomat, building rapport within the division, with campus stakeholders and external entities.
Ability to implement an effective personnel management plan that includes assessment of employee skills, workload analysis, employee development and recommendations for employee discipline, as necessary.
Exemplary communication skills, both verbal and written. Communication skills are critical to this position.
Exceptional ability to multi-task and strategically prioritize competing needs.

Previous Supervisory experience required.
Prefer 5+ years of experience in business management
Prefer experience with Peoplesoft Financials and HR.
NC State HR and Financial experience preferred.
Knowledge of University, UNC System Office, and Office of State Human Resources rules and policies.
