Reports to the Director of Finance Procurement Director;
Assists the department heads and requestors in selecting the appropriate procurement process based on the items or services being purchased, the value of purchase, available vendors and some other factors that may affect the choice of procurement process.
Identifies the need for BOT resolutions on the proposed business activity with specific vendors. Coordinate the language of BOT resolutions with the departments and its timely submission and status inquiries.
Oversees departments' purchasing to ensure that departments do not exceed the established limits for contracted items/services (i.e. furniture, construction services, Apple products, other tech items, etc.
Responsible of reviewing the purchasing requisitions for various types of procurement processes and assist the buyers with processing of the purchase orders when the volume of requisitions increases.
Coordinates the descriptions of the scope of work with the departments for the prospective service contracts, conduct pre-proposal/pre-bid conferences, site visits, bid openings and award processes.
Actively participates and leads the process of preparation the documentation for RFP, RFQ and IFB. Serve as a liaison with the CUNY Procurement and Legal Affairs departments and NYS and NYC Comptroller's offices to process contracts.
Approves purchase orders in CUNY 1st, making sure that all applicable NYS, NYC, GSA rules are followed.
Ensures the compliance with MWBE participation goals and prepare and submit quarterly MWBE Participation reports to CUNY.
Runs and reviews the reports on remaining pre-encumbrances and encumbrances, coordinate and actively participates in the process of closing the purchase orders.
Provides training for BMCC community on the procurement process and related matters
Monitors monthly procurement card reconciliation process and be responsible in the audit process.
Attends CUNY and/or college's meetings in the absence of the Director
Provides supervisions on support staff of the unit.
Bachelor's Degree and six years' related experience required.
At least six years' experience in procurement.
Excellent written and verbal communication skills.
Knowledge of CUNY, NYS and NYC Purchasing regulations.
Ability to manage multiple projects while paying attention to details.
Knowledge of computerized systems such as CUNYFirst and NYC Financial Management System (FMS).
Proficiency in Microsoft Office software (Word, Excel, Access, Power Point)
