Essential Functions:
POSITION SUMMARY: The position is a key member of the IT Senior Leadership Team, responsible for executive planning, policy development, negotiating, implementation, and execution of the financial and business operations of Information Technology at the university. The position has responsibility and oversight for Finance, HR, Business Management and Vendor Management of Information Technology at the University.. The position is the primary contact with University Finance on the Central and Medical campuses. The position will report to the Vice Chancellor of Information Technology and Chief Information Officer for IT. PRIMARY DUTIES AND RESPONSIBILITIES: - Financial Management:
- Provide leadership and strategic oversight for the financial operations of University IT.
- Manage an all funds budget in excess of $100M.
- Develop and oversee annual and long term operating budgets, internal financial controls, financial planning, forecasting, analysis and reporting.
- Lead multi-year forecasting for investments and refresh (capital IT plan), to include space management, system and equipment maintenance, upgrades and renewals, disaster recovery and business continuity planning.
- Review financial data and prepare monthly, quarterly and annual reports ensuring they effectively support university IT decision-making.
- Lead the creation of annual and long-term financial plans for the University’s leadership that support the attainment of strategies and goals.
- Provide oversight of key financial processes operating across IT.
- Track the financial status and performance of IT to identify areas for potential improvement.
- In conjunction with the CIO, present financial reports to board members, stakeholders, and University leadership.
- Lead the IT organization to develop and maintain IT service costing, show-back, analysis and rate setting, to meet service needs and expectations of the University.
- HR Management:
- Provide leadership and strategic oversight of the IT HR Management function.
- Work in close collaboration with the Office of Human Resources, to provide leadership and oversight of all IT departmental human resources activities:
- The HR policies, processes and procedures for the department.
- Organizational design, development and the associated staffing strategy.
- Ensure the optimal use of the permanent and contingent workforce.
- Succession planning, leadership and management development.
- Hiring and retention.
- Training and development.
- Performance management.
- Diversity and inclusion.
- Oversight of the goal setting and performance plans for the organization.
- Business Management:
- Provide leadership and strategic oversight of the IT Business Management function.
- Establish, maintain and execute Ensure plans for space and facility management which support the needs of IT at the university.
- Establish and monitor appropriate plans in collaboration with the Division of Facilities, Design and Operations and Campus Safety and Operations for all our IT facilities.
- Ensure use by IT management and staff of University systems, including but not limited to Finance, Human Resource, and Facilities systems.
- Vendor Management:
- Provide leadership and strategic oversight of the IT Vendor Management function.
- Provide oversight of the IT procurement strategy and policy development including the contracting and software licensing services.
- Work in conjunction with University Resource Management to ensure all purchasing is cost-effective, compliant with University purchasing policies, minimizes risk, and attains tangible and intangible benefit.
- Perform other duties as required.
Required Qualifications:
- Advanced degree in accounting, business, economics, finance, or a related field.
- Minimum of ten years of experience leading administration of IT in an organization of similar size and complexity.
- Strong problem solving and decision making abilities and ability to exercise good judgement, make decisions, set priorities, and interpret policies and procedures.
- Considerable knowledge of budgeting and planning in a nonprofit environment.
- Demonstrated ability to effectively organize, perform and supervise a large volume of varied management tasks.
- Demonstrated record of leadership, team building, and planning.
- Exceptional communication and interpersonal skills working with a diverse workforce.
Preferred Qualifications:
- Experience working with fiscal operations in a large university environment, including budget development, communications, expenditure processing, reporting and evaluation.
- Experience working with information technology.
- Demonstrated knowledge and expertise in generally accepted accounting principles, activity based service costing, clinical business, and not-for-profit entities - particularly institutions of higher learning.
- Demonstrated understanding of complex enterprise IT environments as related to identifying areas for financial improvement and technology project leverage.
- Demonstrated understanding of IT skills and competencies required to provide enterprise IT services.
- Ability to analyze and resolve highly difficult problems, to integrate information from multiple sources, to utilize creative thinking, and to exercise considerable judgment and resourcefulness.
- Ability to identify and analyze ineffective complex processes, and develop/implement streamlined logical processes.
- Ability to display diplomacy and confidentiality due to highly sensitive information utilized or accessed.
- Strong, team-oriented leader with outstanding interpersonal skills, as well as excellent written and oral communication skills.
Salary Range:
The hiring range for this position is $104,458 - $138,403 annually.
