Essential Functions: The Finance and Contracts Manager will oversee and manage the financial activities of the Perinatal Research Branch as well as the operations of Tech One Biomedical Repository research specimen services. In conjunction with Perinatal Research Branch staff and collaborators, provide operational parameters to ongoing research, manage current and future projects and present project status reports to leadership. Reports to Perinatology Research Branch Site Manager and Chair for Department of Obstetrics and Gynecology.Essential functions will include: Develop research project proposals related to Tech One Biomedical Repository research specimen services and overall Perinatology Research Branch operations. Identify required staffing levels, equipment, and vendor resources necessary to achieve project objectives. Prioritize and sequence project activities, and develop project budgets and timelines. Analyze assumptions, strengths and weaknesses of project strategies. Select and implement optimal project strategy.Supervise the Tech One Biomedical Repository Manager of Operations and subordinate staff.Provide overall leadership and direction to staff. Set expectations & focus, assign duties, delegate responsibilities, evaluate activities, prepare performance appraisals & professional development plans. Provide coaching, mentoring and teaching. Manage the administrative process for assigned staff including hiring, promotions, terminations, disciplinary procedures, and salary adjustments. Provide ongoing performance feedback, goal setting, and development plans for staff. Plan for future staffing needs. Provide timely communications to staff.Oversee financial operations of Perinatal Research Branch. Develop and maintain annual operating budget; monitor financial status of accounts, programs and projects; approve expenditures for all units and evaluate current operations in order to identify and implement improved policies, procedures and strategies. Oversee unit financial reporting and activities to ensure current and accurate information is provided in accordance with established contract requirements and financial regulations. Coordinate financial operations to ensure compliance.Prepare detailed reports, statistical analyses and financial summaries relating to planned research projects. Conduct detailed analyses of reports and studies. Analyze effectiveness of departmental operations and identify and implement process improvements. Establish policies and procedures to ensure compliance with university and contract requirements. Manage Perinatology Research Branch's National Institutes of Health contract. Participate in development of contract language. Review and approve vendor and support services requests associated with foreign and domestic contracts and subcontracts. Work with National Institutes of Health Contracting Officer to ensure appropriate management of Perinatology Research Branch resources. Manage resources necessary to identify and coordinate projects, prepare schedules delineating resource requirements, prioritize and sequence project activities, develop project proposals and budgets for work assignments.Perform other related duties as assigned.
Qualifications: Education Bachelor's degree in Biology, Medical Science, Business Administration, Finance or related field from an accredited college or university required. Experience Minimum of five years management experience with participation in decision-making across organizational boundaries in an academic, medical, or corporate research setting. Experience in program/project planning and contract administration are required. Knowledge, Skills and AbilitiesDemonstrated knowledge of research administration.Excellent oral and written communication skills Ability to work independently or collaboratively. Ability to write, interpret and manage business contracts.Demonstrated ability to generate, analyze and present financial, accounting and other quantitative data to support optimal decision making. Outstanding organizational and project management skills with the ability to balance several competing tasks and deadlines simultaneously.Effective problem-solving and decision-making skills, with ability to identify and resolve problems proactively.Able to recommend and implement process improvements. Strong business skills and proficiency with business software. Proficiency with Microsoft Word, Excel, PowerPoint and Outlook required. Able to learn new software programs quickly.
