UC Center Sacramento (UCCS) is a UC system-wide experiential learning program and serves undergraduate students and graduate students throughout the academic year and summer. The Center also actively engages in evidence-based policy making through its research collaborations and policy dissemination program.
UCCS advances the University's mission of teaching, research, and public service with an integrated program to train future state leaders and to address challenging public policy issues confronted by the state and the nation. The Center provides an opportunity to gain first-hand knowledge of California's public policy challenges and processes. The program functions as a Sacramento campus by offering on-site courses, manages its own master leased housing in Sacramento, provides direct student services in Sacramento, and enters into research collaborations across all UC campuses.
Job Summary
Under general guidance of the UC Center Sacramento Director and Associate Director, perform budgetary and financial functions for UC Center Sacramento and represent UC Center Sacramento in meetings and discussions as needed at both the campus (UC Davis) level and at UC system-wide meetings.
Ensure appropriate accounting and internal controls are maintained. Prepare and establish budgets, organize resources according to budgetary plans, prepare both routine and ad hoc financial reports using data from the general ledger and departmental or project budgets, and forecast revenue and expenses.
Assist in the development of unit budget, fees, rates for recharge service, and other income sources. Coordinate the development and management of Service Level Agreements (SLAs) and Memorandum of Understandings (MOUs).

This position is located in Sacramento (downtown).
Work flexible schedule and occasional overtime evenings and weekends to meet business needs and critical deadlines.

QUALIFICATIONS
Required:
Experience in financial analysis with large volumes of complex data.
Experience advising managers on complex financial and budget analysis tasks.
Experience using initiative, problem diagnosis, and proactive problem solving skills to develop and apply creative innovative concepts to problem resolution.
Interpersonal and communication skills to interact and communicate professionally and collaboratively with management and staff, using diplomacy during all interactions in the performance of a wide variety of programs and support functions.
Experience with fund accounting and general accounting principles and techniques to apply to budgeting, rate development, and financial reporting.
Experience monitoring and managing a complex budget using an automated accounting system.
Experience conducting research and preparing break-even analyses, variance analyses, and feasibility studies.
Experience using Microsoft Office products (Excel, Word, and PowerPoint) or other automation tools to perform complex spreadsheet analyses, formulate and prepare complex reports, and prepare sophisticated presentations.
Preferred:
Knowledge of public sector business practices, entrepreneurial operations, and fund management.
Knowledge of University of California and University of California, Davis, policies and procedures pertaining to financial administration, payroll, personnel, and other business-related activities.
Experience with statistical data collection techniques and quantitative analysis.
Experience making presentations to groups, facilitating group discussions, and achieving consensus from disparate perspectives.
Familiarity with issues related to state government and policy.
