Job Description Summary
Reporting directly to the Senior Director, Finance and Operations, Provost Administrative Affairs, the Associate Director, Finance, acts as primary budget and financial operations staff to the Vice Provost for Research.
The Associate DirectorÂ formulates budgets and financial plans that reflect the priorities within each area and Â independently resolves time-sensitive and critical requests. Partnering with the Vice Provosts and Provost HR, this position evaluates staffing and compensation requests from a financial perspective in each of these areas. The individual works to continuously improve financial processes, financial reporting, and communication. The Associate Director, working closely with Provost Senior Management, participates in strategic planning, produces and utilizes data collections and reporting to provide analytical support, including variance analysis to determine areas requiring deeper analysis and conduct further investigation into variances. This position maintains a key role in the annual budget process, including consultation with Senior Management and the Budget Office, in preparation of the budget, review of the budget submission for substantive and mechanical accuracy and provide analysis for short and long term planning.
This position oversees both the pre- and post-award processes for a diverse sponsor portfolio for the areas supported by the PAA office ($7.7M). Â
The Associate Director provides leadership and management during procedure restructuring, software transitions, and programmatic growth amongst new or growing initiatives, including training, as well as managing and streamlining reports and analyses in these areas. This requires coordinating activities and procedures with numerous external offices including- DAR, FRES, Tax Office, Purchasing, Accounts Payable, ORS, Budget Office, & HR. Â
Given the broad responsibilities, the individual in this position must possess a combination of big picture, intellectual curiosity, exceptional attention to detail, and superior communication and technical skills. Â
Specific duties include:
Develop, monitor and manage VPR budgets; play active role in in planning of Â short and long-term budgets; participate in strategic planning; provide financial analyses, projections, forecasts, etc. to support short and long-range planning
Develop and analyze financial reports as needed, routinely communicating financial trends and results to Provost senior leadership; make recommendations to maintain and improve fiscal stability.Â
Oversee proposal development, budget development and related pre-award issues for a diverse sponsor portfolio for the areas supported by the PAA office. Â Apply knowledge of OMB Uniform Guidance. Â Assist with proposal submission (electronic and paper submission) and follow-ups as needed. Â Â
Manage post-award processes including monitoring and enforcing compliance with sponsored guidelines, review of all charges to the sponsored projects, reconciliation of accounts, effort reporting and production of monthly financial reports for Principal Investigators, including fund projections
Provide analytical support as needed in areas outside the direct Provost Centers including, but not limited to, ICA, Annenberg Center, DRIA, CHAS and VPUL.
Oversee all financial transactions including purchasing, payroll, reimbursement process and accounts payable. Â
Provide oversight and guidance to all Provost staff on fiscal policy, communicating and leading their education and interactions with Penn policy and administrative needsÂ .
Qualifications: A Bachelor's Degree is required (preferred major: Accounting or Finance) and 5 to 7 years of experience or equivalent combination of education and experience. MBA and/or CPA a plus. Strong analytical skills with Â financial analysis and business operations essential. Â Thorough knowledge of established accounting standards and practices, financial planning, taxation, and management is required. Excellent interpersonal and communication skills. Strong organization skills with the ability to manage priorities and deadlines. Â Advanced skills in Excel. Strong working knowledge of database technology. Â Experience managing, leading, and motivating a large diverse group of professionals. Background check is required.
