The California Social Work Education Center (CalSWEC) is a unit of the University of California at Berkeley’s School of Social Welfare (SSW). As the nation’s largest statewide consortium of social work educators and practitioners, CalSWEC collaborates with 22 universities, as well as county agencies across the state to support social work education and training in the arenas of child welfare, behavioral health care, and services for again and older adults. CalSWEC contract with Federal and State to provide stipend and financial support programs for several hundred California social work students at the BASW and MSW levels, both full-time and part-time.
In support of the CalSWEC and SSW’s mission, the Research Administration function within CalSWEC will provide departmental level of pre-award and post-award support services during the contracts and grants life cycle to Principle Investigator (PI) or Principle Directors (PD) in human resources, purchasing, and grants administration.
•Under limited supervision, oversees the pre-award process from preparing submission through submission to the Sponsored Projects Office. •Serves as primary faculty liaison, assists PI with the development of contract and grant proposals. •Prepares proposal budgets and support documents that are required by proposal guidelines. •Coordinates proposal submission with Sponsored Projects Office. •Under limited supervision, provides post-award financial administration and management for research funds in accordance with campus policy and agency requirements. •Monitors and administers post-award subcontracts and/or sub-awards and related finances. •Prepares comprehensive financial reports, monthly analysis of account activities, and portfolio management including cumulative expenses and projects to provide projections to Principal Investigator with current balances, obligations and expenditure forecasts. •Monitors and ensures allowability for financial transactions, expenditures, reconciles funds, identifies, investigates, analyzes, and resolves discrepancies and retains all necessary back up documentation. •Provides advice and counsel regarding terms and conditions of awards and allowability and feasibility of expenditures. •Tracks and ensures compliance with cost sharing commitments. •Under limited supervision, organizes plans, establishes and monitors fiscal budget control of contracts and grants administration, gifts, endowments and privately funded projects for faculty research programs. •May facilitate PI interactions with Berkeley Regional Services HR and Berkeley Regional Services B&FS. •Prepares all close-out activities including: final projection, subcontracts, personnel and recurring expenses. •May work closely with Contract & Grant Accounting (CGA) to monitor and coordinate closeout of the fund. •Assists in support of audits as directed by senior staff. •Participates in training/educational sessions designed to increase knowledge of professional research administration concepts and practices, University, and/or funding agency processes and policies and compliance regulations. •Performs other duties as assigned.•Competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports. •Demonstrated ability to perform moderately complex financial analysis and customized reporting. •Knowledge of generally accepted accounting, fiscal and reporting principles. •Accounting and budgeting skills in managing complex financial accounts and funds, as well as knowledge of generally accepted accounting, fiscal, and reporting principles. •Requires independent judgment and strong organization, communication skills, and customer service focus across broad and diverse subject areas.. •Working knowledge in applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines. •Proficiency working with computer and information management systems. •Knowledge of compliance regulations in all areas of research administration. •Proven ability to participate and contribute as a member of a team in support of unit goals and objectives. •Ability to work independently and as a team member, research and resolve problems, meet deadlines, and follow through on assignments with minimal direction. •Ability to manage significant volume of transactions.
Education/Training: •Bachelor’s degree in related area and/or equivalent experience/training. This position is a one-year, contract appointment, at 100% time or 40-hours per week.
