The Department of Clinical Medical Education at the University of Tennessee College of Medicine,Chattanooga, is seeking applicants for the position of Assistant Dean of Finance and Administration.
Under the direction of the College of Medicine-Chattanooga (COM-C) Dean and the COM Associate Dean for Finance and Administration , this position is responsible for planning, implementing, and directing administrative and fiscal functions for the College of Medicine-Chattanooga.
Summarily, duties include having oversight and responsibility for salary administration, purchasing and payments,contracts, budgeting, staff management, policy compliance, and other administrative duties.
DUTIES AND RESPONSIBILITIES :
Maintains and oversees financial management matters for the College that include monitoring and modifying budgets; reviewing and approving budgeted actions; and ensuring compliance with established budgets and operational plans; investigates variances and implements solutions.
Analyzes policy decisions to determine short-term and long range financial and organizational implications and prepares related reports of recommendations to the Dean.
Provides oversight of contracts and amendments-both payable and receivables-to include review, draft, and execution of contracts.
Makes requests for internal and external sources such as insurance (property/liability), equipment inventories, audits, gift financial accountability.
Prepares materials for forecast and analysis of special projects, new initiatives, and ongoing operations. Advises clinical operations, as well as departments, on needs and limitations. Prepares and distributes budget information to departments.
Oversees the operational management functions of the college, such as program development, process improvement, and the coordination/integration of processes across departments and with the main campus.
Manages and directs the COM-C's operational relationship with hospital and practice plan partners by directing and resolving issues related to faculty support, compensation, budgeting, purchasing, payments, contracts, staff management, and other administrative duties.
Coordinates, with the Dean, operational decisions with health system leadership.
Directs and manages SPACE analysis and allocation processes. Prepares and presents operational reports.
Oversees and manages the financial and administrative functions of the College that include advising and consulting with the Dean and Chairs on strategic and operational planning issues; defining performance expectations; establishing and maintaining service standards and metrics for the departments; and analyzing operations and opportunities for future improvements.
Leads and/or participates on inter-departmental or cross-campus committees to address problems, identify and share best practices; and facilitate information exchange.
Oversees policy compliance which entails oversight of adherence to UT policies and procedures, affiliation agreements, and any modifications in policy to meet changing situations.
Performs other related duties as assigned.
Bachelor's Degree in Business Administration, Public Administration, Human Resources, or related field of study. (TRANSCRIPT REQUIRED)
EXPERIENCE: Seven (7) years of professional managerial/supervisory human resources experience. (Experience in an academic medical center or research institution preferred) ; OR Master's degree in Business Administration, Public Administration, Human Resources, or related field of study and five (5) years of professional managerial/supervisory human resources experience. (Experience in an academic medical center or research institution preferred) ; OR any combination of related experience and training totaling eleven (11) years, which enables one to perform the essential job functions.

Strong interpersonal skills with the ability to communicate effectively (both written and oral) with executives, researchers, vendors, and employees.
Demonstrated skills and experience in human resources management.
Demonstrated senior-level leadership, strategic partnership, and negotiation skills.
Strong financial and analytical expertise in budget forecasting, development, and management.
Demonstrated understanding of the management issues in a highly complex educational and research environment.
Demonstrated senior-level ability to define issues, strategically plan options, and devise and implement workable solutions.
Proficiency in the use of financial systems and Microsoft databases.
