Essential Functions: The Director of the Department of Budget and Finance is responsible for providing executive leadership in administering, directing, managing and overseeing the Department of Budget & Finance. The incumbent will directly manage the formulation, justification, presentation, and execution of a $600 million budget. The Director ensures compliance with State laws and regulations, GAAP accounting regulations, Judiciary rules and accounting policies as they relate to budget and finance. This role serves in an advisory capacity to the Chief Judge, State Court Administrator, elected Clerks of the Court, Assistant Administrators, and senior management. The Director represents the Judiciary concerning budget, audit, and accounting and financial matters to groups both internal and external to the Judiciary. This position has overall responsibility for maintaining quality control of Department of Budget and Finance operations, to include ensuring all Judiciary financial records and operations are current, accurate, and all reports are submitted on a timely basis. This position has overall responsibility for the accurate and timely close-out of the Judiciary financial records for year end.
Education: Bachelor’s Degree from an accredited college or university.
Experience: Ten (10) years of progressively responsible professional experience in budget or finance, which must include five (5) years of experience managing staff.
Skills/Abilities: Thorough understanding of all aspects of the financial operations and processes to include accounts payable, revenue reporting, reconciliation and budget. Knowledge and understanding of State accounting policies & procedures. Knowledge and understanding of Generally Accepted Accounting Principles (GAAP) and Government Accounting & Reporting Standards (GASB). Knowledge and operational understanding of integrated financial management systems and software, preferably to include FMIS, PeopleSoft, BARS. Knowledge and understanding of State and/or Judiciary rules and regulations is a plus. Ability to research the Maryland Code and Statutes. Knowledge of procurement policies and practices. Experience managing a multi-disciplined department to meet the needs of staff, audit, regulatory and government compliance, internal management and customers. Ability to evaluate processes and procedures and develop methods to improve operational efficiency. Ability to effectively lead, supervise, manage, delegate and make effective decisions. Ability to resolve problems, and to provide guidance for timely and effective decision-making. Excellent written and verbal communication, interpersonal, proactive problem solving, organizational, & analytical skills are necessary. Ability to multitask in a dynamic, fast moving department.
