Essential Job Duties:
This position provides administrative oversight for the complex, research-intensive Electrical and Computer Engineering academic department. Serving as the Chief Financial and Human Resources Officer for the department and its 100+ faculty and staff, the position reports to the Department Head and is a key member of the senior leadership team of the department. The Director actively engages in strategic planning and develops/manages metrics for, analyzes the progress towards, and facilitates achievement of goals and objectives. The position directly supervises managers in the Human Resources, Budget/Finance, and Contracts and Grants areas. The position's primary responsibility is to assist the Department Head in the management of all financial, contracts and grants, and human resources functions in the department. The position serves as a liaison and partner with college and central University business units. Responsibilities include:
Serving as Chief HR and Financial Officer for the department
Working with the Department Head to determine the proper and best allocation of resources
Advising the Department Head and other leadership on financial and administrative matters
Planning department budgets, forecasting needs and monitoring expenditures
Ensuring effective internal controls and overseeing the reconciliation of finances and accounts
Preparation of reports; interpretation and analysis of reports and information related to positions, employees, budget, effort, etc.
Participating in strategic planning and monitoring the accomplishment of established objectives
Providing short and long range budget and personnel planning in consultation with the Department Head, allocating resources appropriately for compliance and to fulfill financial obligations
Serving as a member of the Department Head's senior leadership team, advising on all HR and financial matters
Convening and participating in committees of faculty, staff, and administrators to analyze needs for and impacts of new initiatives
Working with the faculty, research center directors, and other leadership peers on the financial management of contract and grant resources
Oversee preparation of budgets for proposals
Oversight of proposal processing
Strategize with the Department Head to ensure long-term revenue generation and funding availability
Serving as the business liaison to the College finance and personnel office
Ensuring compliance with financial and human resource policies and practices
Ensuring compliance with university, state, federal, and external agency guidelines and regulations
Supervise, mentor, and facilitate productivity of staff
Ensuring that fiscal year-end close outs are completed successfully and within guidelines
Ensuring the appropriate maintenance of sensitive data
Ensuring excellent support to faculty and staff in the support of students
Ensuring the timely completion and submission of interim financial and human resource reports to the College
Representing the department on college and university committees
Continually assesses productivity, accuracy, and service delivery within the department and makes improvements as needed
Work with leadership team on any capital projects
Other duties as assigned.
Minimum qualifications of an advanced degree (masters or higher) and no less that 5 to 7 years of management-level experience in the full range of administrative and financial functions of an academic department or research center in a higher education, research, or health care setting. Candidates with 7 to 10 years of directly comparable experience may substitute for the required advanced degree.
Demonstrated knowledge and success in the oversight of financial and human resources functions.
Ability to accomplish goals and objectives independently and to facilitate the accomplishment of objectives through others.
Demonstrated analytical and decision-making skills.
Demonstrated experience in leadership and supervision.
Ability to establish effective internal controls and monitor compliance.
Excellent communication skills.
PeopleSoft or similar financial and human resources system; reporting system knowledge; relevant software proficiencies.
