This position receives administrative direction from the General Manager; the duties provide for a wide variety of independent decision-making, within legal, general policy and regulatory guidelines; exercises general and direct supervision over assigned staff. Under administrative direction, plans and directs the activities of the finance, customer service, and information systems functions. Directs and administers the fiscal operations and activities of the District, which include investments, financial transaction processing, record keeping and reporting, and payroll; coordinates the production and the administration of the District’s budget; coordinates assigned activities with other District departments, officials, outside agencies, and the public; fosters cooperative working relationships among District departments and various community and regulatory agencies; provides highly responsible and complex administrative assistance to the General Manager and Board of Directors in coordinating and directing District-wide departmental activities and operations; and performs related work as required.

Qualifying entrance background in managerial-level experience performing responsible administration of financial operations involving cash flow, enterprise accounting, budgeting, financial reports, internal controls and management information services. Five years of increasing responsibilities in a Finance Department, preferably as a CFO.
Possession of a Bachelor’s Degree in Business Administration or Public Administration;
Possession of a certification as a California Certified Public Accountant is desirable;
Possession of a Master’s Degree in Business Administration (MBA) or Master’s Degree in Public Administration (MPA) is desirable.
Must possess a valid California class C driver’s license and have a satisfactory driving record.
