The Finance Director shall perform a variety of administrative and financial functions in support of the District. This position oversees the accounting, budget, tax, and audit activities of the organization, as well as financial and system controls and standards. This position shall be responsible for the accounts receivable, accounts payable, payroll, and debt service, along with other statistical, accounting, and record-keeping assignments. The Finance Director shall prepare timely financial and statistical reports for management and/or Board use, as directed by the General Manager/Chief of Police. The Finance Director performs duties that may require considerable confidentiality. Budget preparation and oversight shall be a primary responsibility of this position. The Finance Director manages the District's budget process including preparation, consolidation, and distribution of budgets and related reports; development and administration of budgetary policy and procedures; review and analysis of operation results; provides recommendations to management. The Finance Director shall have the additional responsibilities of developing, reviewing and long-range planning and goals. The Finance Director shall be responsible for the supervision and verifying the job performance of accounting personnel.
Individual must be able to review and interpret accounting and finance documents to ensure accuracy of information and conformance with policies, procedures, and guidelines; utilize a strong sense of financial accountability and budgetary decision-making skills; demonstrate proactive leadership and communication skills to assist the District and its staff in being a high-performance, team-based organization; develop strong interpersonal relationships with all levels of staff within the District, as well as, with the District’s customers; and work collaboratively with the General Manager and Board of Directors.
About KENSINGTON POLICE PROTECTION & COMMUNITY SERVICES DISTRICT
The Kensington Police Protection & Community Services District (KPPCSD) is a Community Services District that provides police protection, parks and recreation, and waste management services to the unincorporated area of Kensington. Fire service is provided by the Kensington Fire Protection District, and most other traditional municipal services in Kensington are provided by Contra Costa County. Kensington residents are actively involved in the governance of their community through this special district.
Each of the four major functional areas of KPPCSD are:
» Kensington Police Officers perform a variety of services which includes patrol response to crimes in-progress, traffic
enforcement, first aid and CPR, investigations, warrant and subpoena service, and other law enforcement duties.
» KPPCSD maintains a recently renovated Community Center, Kensington Park with amenities, including the tot lot, swings,picnic areas, basketball court, and tennis courts.
» KPPCSD partners with the Kensington Community Council (KCC) to offer a variety of educational and recreational classes and programs such as the Kensington After School Enrichment Program (“KASEP”), Summer Day Camps, youth a...nd teen events, and adult physical fitness classes. KCC is a non-profit that also helps raise funds and provides volunteers to help maintain the Community Center and Kensington Park.
» The KPPCSD provides both residential and commercial collection services for recyclables, trash, and green waste (no food) through a franchise agreement with Bay View Refuse and Recycling.
» The Administration section oversees business and finance functions of the District.
The KPPCSD has an operational budget of $3.5 million, approximately 75% of which funds the police department. There are currently budgeted for two full-time and two part-time administrative staff members (including the GM) and 9 sworn officers (including the Chief of Police). The District also contracts for legal and parks and recreation services.
