International House is a 501 (c) 3 non-profit, self-supporting residential and community-oriented program center located in the southeast foothills of the Berkeley Campus. The Director of Business and Finance provides strategic, financial, operational, IT and risk management leadership to International House in order to achieve the financial objectives of the organization. The position reports to the Executive Director and involves managing the financial operations of a dynamic non-profit organization with significant ties to the University of California, Berkeley. Financial program functions include taking a lead role in planning and directing the development of financial strategies to maximize the economic objectives of the organization, promoting the effective operations of an independent 501 (c) 3 organization and including oversight of the IT function. Liaises with and responds to the organization's external audit firm and controller. Recommends annual and long and short range strategic finance-related plans and directs all activities of the Accounting and Finance departments through subordinate management staff. Ensures that the organization is in compliance with all laws pertinent to UC Berkeley and oversees regulations relating to financial activities and/or generally accepted accounting principles. The incumbent develops and coordinates activities and programs that are designed to promote accountability and organizational effectiveness, as well as strengthening effectiveness and efficiency of internal controls through process improvement. Working with the Executive Director, maintains effective communications with the Board of Directors, including external financial and investment constituencies.
Directs the financial services activities of an organization with an annual budget of approximately $13 million. Protects the organization from financial losses and strives to minimize other substantial financial risks while encouraging innovative administrative practices that promote efficiency.
Manages the financial operations of an historic residential housing operation that provides housing services to approximately 1,100 international residents during each 12-month cycle. Financial operations typically include oversight of all or most of the following functions: accounting, budgeting, insurance, IT, purchasing and the resident store.
In conjunction with the Development department, manages the budgetary and financial administration of gifts, contracts and grants. Key tasks are strategic planning, departmental budgeting, analysis of results versus budget, identification of risks and inclusion areas for further evaluation.
Provides oversight for the processing of payroll, adjustments and deductions such as workers compensation, researching complex financial discrepancies and making other payroll adjustments as necessary.
Develops, documents and coordinates training and implementation of financial management processes, as well as use of tools and procedures to improve operational effectiveness and reduce risk.
Conducts ongoing review and evaluation of existing policies and procedures and documentation of same. Review all written contractual agreements across departments, oversee and authorize all payroll journals, cash and check disbursements and banking activities, and administer the International House insurance program.
Develops and monitors operational and budget processes for all I-House departments. Manages systems and procedures to protect departmental assets.
Manages a diverse cross-functional and cross-organizational team utilizing both empathy and inspiration to foster and improve operational and control issues, develop, test and document solutions and ensure improvements in quality. Deliverables and outcomes include assessing staff members so that they are inspired to continuously improve their contributions to the organization.
Oversees financial planning for physical plant maintenance, rehabilitation and renovation.
Oversees all operations performed in the accounting department and ensures the timely and accurate filing of all financial statements and other documents as required by federal or state law, and/or by the Regents of the University of California.
Analyzes and recommends operational efficiencies of other departments as necessary.
Interacts with customers, senior level managers, board of directors members and external agencies effectively, recognition of and avoidance of legal issues, and matters of receivables collection or vendor disputes.
Serves as the liaison with the organization's external audit firm and controller responding to questions, concerns, and issues brought forward by these contributors.
Occasionally required to represent management in union related meetings as needed.
Bachelor's degree in related area and/or equivalent experience/training. A typical combination would include: graduation from an accredited college or university with a Bachelor's degree in Public Administration, Business Administration, Finance, Accounting or related fields plus seven (7) years of professional experience as a senior financial professional, three of which should be in a senior management role.
Masters degree of Business Administration or Certified Public Accountant or Certified Internal Auditor is preferred
