As Manager of Admin and Finance, this position will be responsible for sponsored program pre and post award management including accounting activities and day to day business operations at the center level. Overall responsibilities will include transaction approval and monitoring, reporting, forecasting and provision of business services for research investigators in multiple depts. and with projects in many countries such as Botwana, India, Guatemala, Peru etc. The incumbent works independently and actively participates in complicated grants including program projects with multiple international sub-components.
This individual is also primarily responsible for all financial and administrative aspects of the Center for Global Health and the programs embedded within the Center, such as the Botswana-UPenn Partnership. For the Center, this includes monitoring all Center funds
Responsibilities for the other programs, includes managing the funding for the Botswana Program (sponsored research funding, gift funds, funding from the School of Medicine and Department of Medicine), PEPFAR grant (preparation of the proposal, preparing the budget, preparing quarterly and annual financial reports for the sponsor and reviewing the grant monthly to ensure compliance with University and sponsor guidelines); monthly reconciliation of the bank account in Botswana; payroll for US faculty; and payment of overseas expenses via wire transfers. This position requires regular contact with various University offices (e.g. Office of General Counsel, Risk Management, Research Services, Office of the Treasurer) to ensure compliance with University policies along with a number of faculty, and cross-cultural communications.
The position reports to the Director, Financial Operations, EVD/SCO, which serves as the business office of the Center for Global Health. The position has a dotted reporting line to the Director of the Center for Global Health. Under the supervision of the Director, Financial Operations, the position will also serve as content area expert for managing international research, guiding new PIs and grants managers in the areas of payroll/health insurance/taxes, international accounting/reporting, developing SOP’s and participating in their dissemination.
