This position oversees the finance and research functions within the Department of Anesthesiology and Critical Care Medicine. Reporting to the Director of Finance, this position is responsible for the day-to-day operations of the administrative team including such functions as sponsored projects support (i.e. grant submissions, processing, compliance, effort reporting, budgeting, and post-award reporting), accounts payable, financial analysis, budget development, monthly reporting, and account reconciliations.
DUTIES AND RESPONSIBILITIES:
Sample Research Responsibilities: Manage and develop the Grants and Contracts Manager to effectively support the faculty, staff, and other researchers who conduct the sponsored activity of the department. Provide on-going guidance, facilitation & expertise to faculty in their grant pursuit efforts by providing analysis of all grant and contract applications. Responsible for interaction with the Johns Hopkins Medicine and BSPH IRBs and faculty regarding research in compliance with the HIPPA regulations, and for provision of institutional disclosure statements as required by law.
Avoid disallowances or lawsuits by assuring that sponsored project applications, award and post-award actions conform with sponsors' policies. Advise faculty on conflict of interest and conflict of commitment. Manage and advise principal investigators and lab coordinators of balances on various grants and maintain accurate and allowable expenditures on research budgets. Provide departmental review and approval of all budget appropriation documents Project potential funding shortfalls and identify contingency plans to address them.
Sample Finance Responsibilities: Perform comprehensive analysis of departmental financial performance on a monthly basis through the generation and examination of a set of detailed reports and analyses. Assist with budget process for JHU and JHH to ensure a reasonable budget is approved that is aligned with departmental and institutional strategies and priorities. Assist with the development of budget monitoring systems for JHU and JHH departmental funds. Review statements and ledgers, analyze variances and take appropriate action. Ensure proper processes are in place for timely billing and receipt of revenues or other funding from contracted arrangements both internal and external to JHM.
Maintain Departmental accounts to ensure accurate and appropriate tracking of revenue and expenses according to Generally Accepted Accounting Principles and institutional policy. Identify opportunities for cost-savings and revenue generation in order to allow Department to meet or exceed its budget targets. Ensure accuracy of all financial transactions involving departmental funds through the establishment of strong internal controls. Develop complex financial reports for forecasting, trending and results analysis for the University and Hospital.
Ensure departmental compliance with Internal Audit findings and ensure that appropriate internal controls are in place to allow timely and accurate accounting of departmental activities. Work with Divisions to ensure compliance with departmental and institutional policies and procedures and expense controls. Train, supervise, and develop staff who perform financial support functions for the department including accounts payable, travel reimbursements, account reconciliations, P-cards, petty cash, maintenance of faculty allotment accounts, copier contracts, parking charges, etc.
Supervision and Development of Others: Directly supervises and develops the following positions: One Budget Analyst,One Budget Specialist, Grants and Contracts Manager and Financial Project Manager.
