CPL has an immediate opening for a Finance and Sponsored Research Administrator reporting to the Financial Management, Planning and Operations Director. The successful candidate will serve as a post award expert ensuring that financial accounting, budgeting, monitoring, reporting, and management of CPL sponsored research grants are accurate, timely, and in accordance with Harvard University, Harvard Kennedy School, and regulatory financial policies and procedures and with sponsor terms.
The Finance and Grant Administrator will perform various diverse and complex sponsored research administration responsibilities for CPL. He/she will work with multiple sources of funding: including federal restricted funds, non-federal restricted grants and contracts, and unrestricted funds. He/she will perform complex analyses and audit functions to assure accuracy and compliance with internal and external regulations. Will work independently and use a high degree of discretion in interpreting and implementing policies and procedures. Will update principal investigator (PI) and supervisor on status of projects as required. Prepares complex grant reports on an ad hoc basis. Provides daily/monthly monitoring and analyses of grants and contracts for Principal Investigator to ensure expenses are paid according to contract and government regulations
The primary responsibilities of the Finance and Sponsored Research Administrator include:
1. Serves as principal source of information on complex University and sponsored fiscal policies and procedures. Interprets guidelines and polices, and advises faculty, staff and/or students on existing options or alternatives and effectively recommending courses of action 2. Collaborate with and assist faculty in some/all phases of proposal development and submission including developing/coordinating pre and/or post award budgets and advising PI's on allowable costs, and etc. Reviews proposals to ensure that they comply with sponsor and University guidelines. Advise faculty on recommended changes 3. Prepares budgets for proposals relying on programmatic expertise to independently develop and oversee accounts, monitor balances and reconcile accounts; interpret and administer appropriate university and sponsored research fiscal policies 4. Reviews and creates financial data providing research and data analysis to present for use in planning and decision making 5. Prepares complex grant reports on an ad hoc basis. Provides daily/monthly monitoring and analyses of grants and contracts for Principal Investigator to ensure expenses are paid according to contract and government regulations within budget limit and timelines, notify PI and supervisor about any funding shortfalls and develop a plan for contingencies

6. May negotiate terms and conditions of subcontracts as appropriate 7. Work with program managers in setting-up standardized team budgets (including events, student activities, etc.) and track their expenses 8. Process CPL's financial transactions (payments, reimbursements, etc.) in compliance with HKS's financial policies and procedures and CPL's sponsor and donor specifications and researches discrepancies as required 9. Will oversee processing all payments including individual reimbursements, vendors invoices and other accounts payable and receivables 10. Ensure payments are made based on proper authorization, supported by sufficient documentation and allocated to the appropriate CPL funds and/or projects; manage the fiscal year end closure, monthly reconciliation and maintain the financial filing system 11. Maintain vendor accounts and ensure timely clearance of outstanding payable and receivables 12. Support the Center on other various initiatives, including: 13. Oversee the incorporation of new and existing research fellows into CPL – including processing visa requests and appointments. 14. Other duties as assigned.
This position is a fully benefits-eligible term appointment ending one year from date of hire with possibility of renewal.

Bachelor's degree in accounting, finance, business or related field. 3+ years of financial experience demonstrating broad based research administration experience emphasizing strong accounting and financial analysis skills. Demonstrated experience in managing sponsored grants and contracts a necessity.
Master's degree preferred. Knowledge of sponsored research accounting principles and practices applicable to higher education required. Demonstrated intermediate level proficiency with Microsoft applications; excellent Excel skills required, familiarity with general ledger applications. Previous experience developing budgets for grant proposals a must. Detail oriented person with strong leadership, collaborative, financial, communication, organizational and problem solving skills. Proven ability to handle sensitive and confidential information appropriately, to manage multiple tasks simultaneously, and to achieve results in a timely and accurate manner. Excellent interpersonal and customer service skills required. Able to work independently, and as a member of a team with shared responsibilities. Comfortable with deadline pressure and able to respond to shifting priorities. Understanding of Harvard University financial processes, chart of accounts, and accounting tools and systems strongly preferred.
