EPoD is currently seeking a Senior Finance and Sponsored Research Manager to oversee finances, grants and contracts for program activities at EPoD. This individual will serve as main point of contact with the HKS Research Administration Office (RAO) and Office of Financial Services (OFS), in addition to the Harvard Office of Sponsored Programs (OSP) to resolve matters related to grants, contracts and financial accounts. The position offers an opportunity to work closely with a team doing large-scale field research in international development and to contribute directly to active policy research engagements.
Lead Proposal and Subcontract Development (Pre-award)
Manage and/or provide oversight of proposal submission process, including development of budgets, compiling proposal components and reviewing materials to ensure compliance with funder requirements, in addition to coordinating with counterparts within other units or institutions for proposal submission
Negotiate sub agreements and manages pre-award financial relationships with sponsors and sub-contractors
Serve as advisor and ensure compliance on EPoD's RFP process. Including managing sub-contracting process with awardees, internal and external to Harvard.
Interpret regulations and guidelines of multiple programs funding with complex and broad guidelines for spending
Create internal guidelines to ensure compliance of University and donor regulations
Serve as principal source of information on complex fiscal policies and procedures including federal and non-federal funding regulations, and advise faculty, students and other staff on existing options or alternatives effectively recommending courses of action on fiscal matters
Advise on long-term financial viability of programs given multiple grants and contracts from various sources with differing project end dates
Supervises the processing of invoices and day to day monitoring of budgets
Responsible for effort reporting for EPoD
Financial reporting and analysis on all EPoD accounts, including regular tracking of revenues and expenses against initial budgets, allocating salaries of staff to appropriate accounts, preparing budget projections and conducting related analysis, and making decisions on future spending with inputs from the project teams
Responsible for fulfilling programmatic reporting requirements
of the funding organization
Develop reporting mechanisms and financial models to analyze the financial viability of the program
Help to support and develop core systems and processes for program operation
Advice staff on processes and ensure compliance with Harvard's Institutional Review Board (IRB)
Addressing critical strategic/financial questions that require thoughtful problem solving and analytic capability in coordination with the EPoD senior leadership team
Provide trainings related to financial management and sponsored research administration for HKS faculty, administrators and financial managers on an ad hoc basis, including direct reports
Contribute to year end close process and HKS budgeting for all EPoD accounts and expenditures.

Evidence for Policy Design (EPoD) at Harvard Kennedy School is a young, dynamic research initiative that brings analytical insights, typically from economics, to the design and implementation of public policies and programs around the world. EPoD directly engages with governments and local organizations to identify key questions, design innovative new policies or interventions, and test these using the tools of applied microeconomics, including large field-based experiments. Current research topics at EPoD include governance, education, entrepreneurship, health, agriculture, sustainable development, and access to finance.

Bachelor's degree required and at least 5 years of progressive grant and contract experience. Supervisory experience.
The candidate must have a strong and demonstrated ability to manage financial resources and balance budgets for projects and advanced knowledge of sponsored research regulations. Excellent English oral and written communication skills. Experience in complex financial management and analysis, in addition to administering and oversight of sponsored contracts. Computer literacy (including Microsoft Word, Excel and PowerPoint) and computer research skills are vital. Advanced degree in finance, management or accounting preferred. Experience in as a departmental research administrator preferred. The candidate should be well organized, deadline driven, able to prioritize, have a strong attention to detail and manage multiple assignments simultaneously. Excellent spreadsheet and database software skills required. Expertise in data extraction, analysis and report presentation. The position requires strong interpersonal skills, the ability to interact well with faculty, staff, students, and research partners in developing countries. Experience in an institution of higher education will be evaluated favorably. Experience with DFID, USAID, World Bank or similar highly desirable.
