Advertised Summary Job Description: With direction from the Associate Dean for Education Administration, this position will manage the budget and financial accounts for the Office of Medical Education (OME).
Responsibilities: -Works with the Associate Dean for Education Administration, the Vice Dean for Education, and the leaders of the individual business units within the OME to forecast expenses and propose yearly budgets in accordance with the guidelines set forth by the CUMC Budget Office; -Assists with monitoring expenditures and prepares periodic reports and analyses to management setting forth progress, adverse trends, and appropriate recommendations or conclusions; -Oversees budget balances and undertakes financial monitoring and reconciliation including quarterly and fiscal year end reviews; -Conducts routine status meetings with administrators, including weekly manager meetings with specific business units as needed, gaining insight and knowledge regarding financial operating activity and providing guidance about policies and procedures, -Becomes familiar with and enforces all financial management policies and procedures; -Organizes, analyzes, and reviews internal cost allocation methodologies and recommends and initiates changes as appropriate; -Reviews projects consistently and correct any billing or processing errors; -Oversees purchasing card processes for all business units; -Processes all purchase orders and invoices in a timely fashion using the University accounting tools; -Works toward minimizing OME costs by choosing best vendors and coordinating best possible rates for entire unit, including implementing new vendors and procedures to be more cost effective; -Assists with preparation of applications and budgets for grants; and the analysis of progress reports to funding agencies and reconciles all projects, including working with Payroll for any cost transfers and salary distributions; -Initiates all research compliance forms through the Columbia RASCAL system; -Works with Sponsored Projects Administration and Sponsored Projects Finance to maintain compliance on all grants and sponsored projects; -Processes payroll for casual and related workers including office assistants, over 75 student tutors through the SSN program, and over 150 standardized patients for the Simulation Center; -Assists with preparation of business plans for new initiatives; -Assists with various financial and other quantitative analyses; -Works towards streamlining the payroll process, including establishing better procedures involving student workers and hiring procedures of casual and related workers, -Processes all checks that are received for gift accounts; -Processes payments and coordinates reimbursements within P&S for all international projects; -Works with P&S departments to ensure student research stipends are properly allocated to student accounts; -Provides financial support to the OME staff who manage programs and other services, by being the liaison between vendors, departments, faculty and facilities; -Ensures office financial operations are in line with University initiatives; -Processes disability insurance policy renewal for all enrolled students at the College of Physicians and Surgeons annually and works with Director of Student Affairs to confirm student enrollment; -Supervises and trains OME staff working under the Associate Dean for Education Administration; -Other duties as assigned.
General Minimum Qualifications: Requires a bachelor's degree or equivalent in education and experience, plus four years of related experience.
Additional Specific Minimum Qualifications: Requires a minimum of four to five years of experience in financial management, ideally in a large, complex, academic and/or medical center setting.
Required Competencies, Knowledge, Skills and Abilities: -Excellent communication skills (both written and oral) to support interactions with a wide range of stakeholders, including executives, faculty, administrators, and students; -Strong organizational skills, including the ability to manage multiple projects at once; -High level of expertise with financial management systems; -Strong commitment to professionalism and customer service; -Ability to analyze and coalesce data from multiple systems and present it in a straightforward format (both quantitatively and qualitatively); -Ability to identify solutions to complex problems; -Self-starter with ability to manage multiple priorities and work independently; -Proficiency using Microsoft Office suite, especially Excel, Outlook, and Word; -Familiarity with Columbia University Financial Systems (ARC, AP/CAR, FFE) is preferred, as is familiarity with principles of project management; -Experience with financial accounting and cost accounting concepts is also plus.
Preferred Qualifications: Graduate degree in management, educational administration or public administration.
