1. Budget & Financial Management 40% • Provide guidance and recommendations in development of annual budget for assigned units, ensure units are meeting required year-end deadlines, and closing of the annual operational books each fiscal year. May also provide budget analysis and oversight to a central service unit. • Serve as business partner with Department Chair, providing financial analysis and recommendations. • Audit and approve/deny expenditures. Monitor spending activity on assigned accounts and reconcile account activity on a monthly basis; resolve accounting issues identified during reconciliation. • Provide data and recommendations to managers regarding account balances, budgeting practices, and accounting functions. Coordinate activities with PI, departmental/center staff, financial staff, and outside agencies. • Maintain non-sponsored chart of accounts, including establishing new accounts and closing obsolete accounts. • Facilitate set-up of External Sales accounts, including activity forms and budgets. Prepare billings for external sales activities. • Prepare journal entries for funding transfers, cross-charges, and adjustments/corrections. • Perform budget entry during Budget Prep. • Serve as a resource for other team members and consult with CVM staff around required financial services practice and policy and procedure interpretation.
2. Budget and Financial Management of Sponsored Projects 40% • Work closely with the Grant Coordinator to establish proposal budgets and ensure that grants are managed from pre-award stage into the post-award. Participate in grant "kick-off" meetings with PIs and other project staff. • Analyze spending activity for compliance with University and sponsor requirements. Identify areas of concern and recommend solutions. • Prepare monthly and annual reports for assigned accounts, as requested by PI, administrator, or SPA. Prepare detailed and complex financial analysis of assigned accounts to identify gaps between predicted revenue and expenditures, and recommend a course of action to resolve any issue. • Facilitate regularly scheduled meetings with PIs regarding the monitoring of grant expenditures and balances, and advise on other related non-sponsored financial accounting matters by keeping the PI and the department or center administrator informed of current and projected balances. • Perform Certified Approver (CA) duties for college and assigned units, including serving as point of contact for other CVM accountants regarding CA duties, and trouble-shooting and problem-solving sponsored activity issues that arise within assigned units. • Maintain sponsored chart of accounts according to established policy and NOGA requirements. • Coordinate effort certification, including managing and monitoring payroll distributions, effort, budget issues; communicate with project staff regarding necessary distribution changes; process necessary corrections.
3. Customer Service 10% • Serve as liaison between the PI and SPA, SFR, External Sales Office, and the OGC while interpreting and explaining policy and procedural requirements. • Respond to inquiries from various college and University personnel and provide appropriate response or information to meet the request. Interpret college policy and procedures as needed for the situation. • Work within the team to provide information and coaching to resolve gaps in processes or procedures.
4. Administration 10% • Establish work flow and processes within VBS and unit liaisons to ensure coordination of efforts and events within the units. • Ensure compliance with University policies and procedures in all tasks by monitoring spending activity and recommending appropriate course of action. • Attend courses, workshops, seminars, and other meetings to remain up-to-date on system and policy changes, and continue professional development.

Minimum/Required Qualifications: • Bachelors Degree in accounting and four years of professional accounting experience or an equivalent combination of education and experience to total eight years. • Experience with Excel, Access, Word, Internet Explorer. • Experience in spreadsheet development. • Experience with University of MN Enterprise Financial System (EFS) and HRMS. • Experience with sponsored project and non-sponsored program accounting at the University of MN.
Preferred Qualifications: • Knowledge of and ability to understand and apply the U of MN financial policies and procedures. • Knowledge of grant compliance and agency policies. • Knowledge of and ability to use the Chart of Accounts and infer appropriateness of chart field strings, type of transaction, adequate funding levels, etc. • Experience with financial forecasting and creating scenario spreadsheets for projections of new efforts. • Experience with external sales activities, including preparing financial forecasts and analyses of selected programs. • Experience with detailed reporting and knowledge of University reporting systems. • Experience with University effort certification processes and knowledge of the ECRT system. • Excellent communication and interpersonal skills. Ability to provide excellent customer service while maintaining compliance with University and federal policies and procedures. • Demonstrated ability to work with multiple units, efforts, and structures. Ability to manage multiple tasks and work both independently and as part of a team. • Strong problem-solving and decision-making skills. • Strong organizational and time management skills. • Detail oriented and understands the importance of accuracy • Ability to identify key variables within a complex and multi-variable problem and respond appropriately. • Knowledge, understanding of and ability to apply the U of MN Code of Conduct. • Current UMN certified approver.
