Potomac State College (WVU PSC), part of the West Virginia University system of campuses, is seeking qualified candidates for the Executive Director of Finance and Operations. This position is responsible for the full scope of financial management at WVU PSC, including strategic budgeting, fiscal operations, and financial reporting. This position also has operational oversight for human resources, facilities, information technology and farm operations. The position reports directly to the WVU PSC president and works closely with WVU Morgantown personnel.
In order to be successful in this position, the ideal candidate will be responsible for the following areas:
Manages/supervises the efforts of the professional and clerical staff of the business office.
Manages the operations of PSC's business affairs. This position is specifically responsible for the management of the following financial functions:
Develops and maintains an understanding of the various modules of the WVU financial (Oracle/MAP) and student system (BANNER), as well as the State of West Virginia system and how they integrate.
Oversees and assists with the development of the preparation of fiscal components of grant or contract proposals including, but not limited to, researching external funding, pre-awards, award initiation, and grant financial close-out periods.
Oversees the maintenance of financial records and ensures appropriate internal controls for PSC.
Serves as liaison with the main campus offices of the Division of Finance, Division of Planning, WVU Foundation, Office of Sponsored Programs, and other units as necessary.
Oversees monitoring, pre-auditing, and post-auditing of invoices and other financial documents.
Responsible for the application of sound payroll procedures. Oversees the processing of semi-monthly payroll data including related cost accounting for management.
Operationally oversees all HR at PSC in conjunction and consultation with main campus Talent & Culture.
Provides professional HR support and advice to employees, supervisors, and administrators. This includes, but is not limited to:
Employment and Recruitment - Provides leadership, direction, and services towards the effective management of a quality workforce.
Employee Relations – Provides advice, counsel, or interpretation regarding WVU HR policies and procedures, programs, performance management, the disciplinary process, the grievance process, and any other workplace problem or issue.
Classification and Compensation – Coordinate services in the development, administration, and maintenance of the classification and pay programs for all positions.
Leadership and Organization Development – Provide leadership, direction, and development of a variety of resources and tools designed to build the capacity and skills of PSC employees.
Policy Administration – Provide employees, supervisors, and administrators advice, counsel, or interpretation regarding WVU policies and procedures.

Operationally oversees all facilities activities at PSC in conjunction and consultation with the Director and main campus Facilities & Services. Provides supervisory support to Director in the performance of their duties which include resource management, planning, financial management, and personnel management related to facilities.
Information Technology (IT)
Operationally oversees all IT activities at PSC in coordination with the Coordinator (Professional Technologist 3) and main campus Information Technology Services. Provides supervisory support to the Coordinator in the performance of their duties which include supervision of IT staff, planning and managing IT projects, IT support, and IT training.
Participates in operational oversight of all farm operations at PSC in coordination with the Manager and PSC Academic Affairs.
A bachelor's degree in a business field (e.g. accounting, finance, business administration, public administration) is required.
A master's degree in a related field is preferred
Five years of progressively responsible financial experience in a large organization, including strategic planning and budget experience
Experience in human resources, facilities, IT, and/or farm operations is preferred
CPA certification is preferred
