We are currently recruiting for a Head of Risk & Finance Europe for a company planning to set up an office in Luxembourg.
The Head of Risk & Finance Europe has primary responsibility for establishing and maintaining a strong control environment in the Company and across its EU27-based branches and representative offices, including:
Acting as an Authorised Manager in accordance with the CSSF's requirements;
Protecting and maintaining the Company's reputation with clients and regulatory bodies;
Promoting a strong control culture;
Ensuring that the Company, its branches and representative offices are compliant with Luxembourg laws and regulations and the company's Global Risk & Control Framework;
Establishing and maintaining the three lines of defence model;
Ensuring appropriate Board and local governance is in place;
Assisting the GM/CEO in the apportionment of controlled functions between the Authorised Managers, in accordance with CSSF regulations;
Providing assurance to Board and senior management on the adequacy of the design and operation of the Company's systems and controls;
Acting as the main contact with regulators - in particular the CSSF;
Ensuring production of clear MI on a timely basis which measures all key risks and supports a 'no surprises' culture;
Establishing and maintaining a financial control, planning and reporting framework which complies with all relevant laws and regulations, making effective use of the Group Finance teams and outsourcing technical activities as required;
Working closely with the GM/CEO to ensure delivery of the Company's strategic plan and budget;
Supporting the GM/CEO to make the right pricing decisions;
Ensuring cash management remains a priority within the global business.
Fluency in French and English.
In-depth knowledge of the Luxembourg financial services and regulatory framework.
10-15 years working at a senior level within a regulated environment.
Significant time in senior risk management role, ideally within a SaaS or BPO (or both) environment.
Excellent knowledge of CSSF and "PFS"requirements, including prudential oversight and governance, and risk management best practice.
Good knowledge of the Pillar 1/2/3 methodologies applicable to Luxembourg PFS for the various risk categories and prudential calculations.
ICAAP production and other relevant CSSF reporting.
Professional or industry qualification.
Developing and implementing management policies and processes.
Communicating effectively at a variety of levels within a regulated environment, both internally and externally, written and verbally.
Good inter-personal skills necessary to build strong relationships, influence at all levels and constructively challenge senior management where appropriate.
Attention to detail.
High level of numeracy. Ability to understand reports and accounts and basic accounting principles.
