<p style="margin-bottom:0in;margin-bottom:.0001pt;"><span style="font-family:arial,sans-serif;"><span style="font-size:10.0pt;">Position Overview</span></span></p><p style="margin-bottom:0in;margin-bottom:.0001pt;"><span style="font-family:arial,sans-serif;"><span style="font-size:10.0pt;">The Department of Mechanical Engineering (ME) in the College of Science and Engineering is seeking a Finance Manager to lead a team of two accounting professionals and a principal account specialist overseeing the sponsored and non-sponsored research expenditures.</span></span></p><p style="margin-bottom:0in;margin-bottom:.0001pt;"><span style="font-family:arial,sans-serif;"><span style="font-size:10.0pt;">This position oversees the post award financial management of all the departments sponsored projects, oversight of the certification process and supervision of all accounting staff. The position is responsible for assuring that post award financial grants comply with all applicable sponsoring agency and University policies and procedures. Planning encompasses all departmental sponsored and non-sponsored research expenditures. It includes review and analysis of monthly reports, review and approval of agency correspondence, approval of transactions, award set-ups, initiation of consortium agreements, and liaison to Sponsored Projects Administration (SPA), Sponsored Financial Reporting (SFR), collegiate finance and various funding agencies. This position serves as the primary information source for all financial activity to the departmental administration.</span></span></p><p style="margin-bottom:0in;margin-bottom:.0001pt;"><span style="font-family:arial,sans-serif;"><span style="font-size:10.0pt;">The Finance Manager, in conjunction with her or his team, will decrease the administrative burden placed on faculty researchers during the grant management period and grant close-out. She/he will work closely with faculty to ensure compliance and manage available funds in an efficient manner. She/he will mentor and lead a team of professionals, guiding their training and advancement and ensuring a responsive and high-functioning area. She/he will work closely with the Chief of Staff and Department Head to ensure ME is financially sound, compliant with university and federal policy, and making sure our researchers and teachers have the necessary resources for innovation and success. Most of all, we are looking for a thoughtful, motivated, and detail-oriented team player to join a flexible, fun, and driven group of faculty and staff in ME. </span></span></p><p>Areas of Responsibility and Accountability</p><p>Financial and Grants Management (35%)<br />• Provide financial oversight for the Departments of Mechanical Engineering (ME) and Industrial and Systems and Engineering (ISyE).<br />• Oversee development and implementation of grants management efforts including oversight of Effort Certification process.<br />• Resolve Sponsored management issues and recommend procedures.<br />• Serve as Sponsored Certified Approver and approver for non-sponsored accounts. Review and approve documentation and expense transactions such as travel requests, fund transfers and other financial transactions.<br />• Account re-budgeting and setup in the Grants module.<br />• Interpret guidelines and determine allowability and compliance on an ongoing basis; interpret and communicate sponsored agency guidelines (i.e. NSF, DOE, etc.).<br />• Preparation of formal correspondence (i.e. agency, University, internal, external) as needed; provide advices to accountants to include review and feedback on agency correspondence.<br />• Prepare formal request for SPA to establish subcontracts/consortiums; work with collaborating institutions as needed to enable sub-award collaboration.<br /><br />Administration of Academic Research Programs (20%)<br />• Preparation and communication of financial information including the utilization and development of systems necessary for analysis of complete financial information.<br />• Interpret and apply University policies and procedures; make recommendations for new or revised procedures for unassigned area and adapt new policies, procedures and methods to assure that deadlines are met.<br />• Coordinate information for external and internal audits through monitoring, analysis and improvement of internal controls.<br />• Prepare annual budget for Administrative review.<br />• Develop and maintain Internal Service Organizations/External Service Organizations for the department.<br /><br />Team Management and Supervision (30%)<br />Supervision of professional accounting finance staff to include:<br />• Prioritizing and assigning work.<br />• Conducting performance evaluations.<br />• Ensuring that staff are trained.<br />• Ensuring that employees follow policies and procedures.<br />• Making hiring, termination, and disciplinary recommendations to the Chief of Staff.<br /><br />Staff Development and Education (5%)<br />• Coach and mentor accounting staff to provide expertise and guidance to guide them in increasing their own skills and knowledge.<br />• Provide consultation to accounting staff members regarding any problems or concerns, provide expertise, strategy and structure to solve them.<br />• Assist accounting staff regarding professional development, training opportunities, and organizational resources to be successful both personally and professionally.<br /><br />Managing University Relationships/Partnerships (10%)<br />• Develop and maintain strong relationships with University partners to enable collaboration. These partners include the CSE Dean’s Office, CSE Cluster, other CSE Academic departments, SPA, SFR, REO, the Controller’s Office and the ESO/ISO office to name a few.<br />• Serve on committees as assigned and requested, participating on a variety of fiscal and administrative policy matters. These committees can include the Certified Approver Advisory Board (CAAC), Grants Management User Network (GMUN), Financial Systems User Network (FSUN), and the CSE CA Committee.<br />• Stay informed on best practices in the area of Departmental Research Administration via memberships to professional organizations such as National Council of University Research Administrators (NCURA) or Society of Research Administrators International (SRA International).</p>
<p>Required Qualifications:<br />• BA/BS degree with major in Accounting, Finance, Business Administration or related field and at least six (6) years professional accounting experience.<br />• Experience adhering to generally accepted accounting practices and principles with an eye toward detail and compliance.<br />• Experience utilizing spreadsheets, accounting software, and other common computer applications.<br />• Strong written and oral communications skills.<br />• Proven ability to work with a diverse set of clients in a complex and fast-paced environment.<br />• Ability to manage multiple tasks and deadlines both independently and as part of a team.<br />• Excellent team development and management skills and the ability to effectively interface with all levels of a complex organization (students, staff, faculty, and central administration).<br />• Demonstrated effectiveness in problem identification and problem solving.<br />• Demonstrated willingness to learn and grow professionally as evidenced by previous professional development activities.<br />• Capable of accepting responsibility with a high level of independent initiative, proactivity and creativity.<br />• Decisive self-starter and effective team member.<br />• Demonstrated ability to work effectively with complex and sensitive issues.<br /><br />Preferred Qualifications:<br />• Demonstrated experience managing and supervising people.<br />• U of M Certified Approver.<br />• Experience maintaining compliance with the U of M policies and procedures.<br />• Experience with all components of post award grants processing and management.<br />• Experience with governmental regulations on the use of research funds.<br />• Experience with the University's Effort Certification process.<br />• Experience working in a higher education institution and an understanding of the academic culture, especially engineering.</p>
