Job Summary/Essential Job Functions: Thisposition serves as the chief budget officer in the College of Medicine. The Director provides financial management in areas related to the budgetprocess, including specific responsibilities in analysis, cost containment,forecasting, staffing, and procurement, and identifying the most efficient andeffective utilization of the College's fiscal resources. The position isresponsible for communicating and successfully executing campus and system-wideprojects for the College and its faculty and staff. This individualprovides supervision, work direction, and guidance to all business managers anddirectors in the College and assistance to administrators of affiliatedpractice plans regarding all aspects of operations that affect clinicalfaculty, such as but not limited to payroll, benefits, and contracts.
DUTIES AND RESPONSIBILITIES:
Developshort and long-range fiscal planning, management of the fiscal resourcesthrough budget initiatives, and overall administration of the College ofMedicine toward accomplishment of its mission.
Overseesand monitors the College of Medicine budget, directs all operational units inthe preparation of the annual budget, and approves the final budget submission.
Analyzesstaffing needs and allocates continued funding for faculty and staff positions.
Establishesand monitors internal controls to ensure compliance with the UTHSC policies andprocedures.
Reviews,analyzes, and oversees utilization of funds at the departmental, account, orunit level for appropriateness.
Reviewsand approves existing state or vendor contracts; negotiates, develops, andgenerates new contracts for services, space rental, or other deliverables.
Reviews and approves all grant budget carryover requests, matching funds, cost shares and requests for common use equipment.
Servesas liaison between campus administration and COM departments for management offinancial and administrative matters including, resource allocation, facultyrecruitment, strategic planning, policy implementation, and other areas in finance and administration as needed.
Preparesthe College of Medicine budget, controls the final submission of all year-endprojections and budgets, both income and expenses.
Evaluatesand updates salary fund sources, tracks and verifies salary distributions,funding levels, approves promotions and vacancies, and changes in facultyannual planned income.
Plansand implements the budget process for accounts and operating units within theCollege of Medicine
Providesguidance in the interview and hiring process for all management staff in theCollege of Medicine.
