Towson University (TU), the largest university in the Baltimore area and the second-largest university in the University System of Maryland, is accepting applications for the Vice President (VP) for Administration and Finance and Chief Fiscal Officer. Reporting to the President, this position is responsible for the sound and strategic management of the University's finance and accounting operations, campus technology including IT, human resources, purchasing and contracts, facilities planning and management, real estate development, public safety, auxiliary enterprises, and service units providing logistical support to the University. The incumbent will have a key role in advancing TU’s strategic plan and the Presidential Priorities.
The Vice President for Administration and Finance and Chief Fiscal Officer will serve as the chief advisor to the President on all issues related to university finances, operations, capital planning, and human resources. The VP will steer University-wide strategic planning efforts to optimize and modernize the use of human, physical and financial resources while overseeing and developing controls, policies, and procedures that effectively steward the day to day management of the university’s human, physical, and financial resources. This position will implement and ensure the goal-oriented and performance-based allocation of university resources to drive progress on Presidential priorities and initiatives. As a member of the President’s leadership team, the VP will participate in an inclusive decision-making environment, providing subject-matter expertise in the furtherance of collaborative planning, formulation, and implementation of university-wide policies and procedures. The VP represents TU on a variety of external (including USM’s Board of Regents and Finance Committee, the Board of Public Works and the State legislature) and internal (including serving as lead staff to the TU Board of Visitors Finance Committee, University Senate and Resource Planning Committee) boards and committees as needed.
This position requires a(n): • Advanced degree in a relevant field, with preference given to business, accounting, finance and related programs of study. • Minimum of ten years related experience with three years in a senior role related to budgeting, fiscal planning, capital planning, support services and information technology • demonstrated ability to work collaboratively with a diverse and talented team toward shared overarching priorities • experience addressing the concerns of a variety of internal and external stakeholder groups, specifically within shared governance processes. • a track record in handling policy issues related to higher education, with experience developing financial strategies supporting academic and institutional priorities is preferred but not required.
