<p>General Responsibilities:</p><p>Provide high level financial and accounting support for Capital Planning & Project Management (CPPM), to include preparation and analysis of financial statements and development of annual budget. Provide financial and accounting support for University of Minnesota construction projects managed by CPPM and Facilities Management, to include project set up and closeout, capitalization of assets and buildings, reconciliation of subsidiary systems to the general ledger, and providing customer service and reporting for various customers. Provide operational support to units within University Health & Safety (UHS) for billing, process and policy, and repair and replacement funding. Serve as Certified Approver for grant funded activity for several RRCs.</p><p><br />Responsibilities require the use of PeopleSoft, Business Objects, and other financial and reporting software. The position requires an advanced level of problem solving, decision making and independent judgment. Employee receives minimal guidance and should be able to work independently.<br /><br />Financial Reporting and Analysis (25%):<br />Prepare, review and analyze monthly financial statements and operational reports for CPPM. Perform high level variance analysis, researching discrepancies and providing explanations or possible solutions to any budgetary discrepancies. Develop financial projections under different scenarios utilizing financial and reporting software. Develop and recommend solutions to financial issues that arise.<br /><br />Prepare and analyze project reports, review project accounts for spending and accuracy of data. Analyze financial information in the subsidiary and general ledger systems. Review and report on financial data on project related appropriations funded by the Legislature or other entities; analyze project spending and provide accurate cash flow information as required. Produce ad hoc reports as needed for Project Managers, AVPs, Directors, central accounting, and other customers.<br /><br />General Accounting (25%):<br />Develop recommendations for external and internal billing rates for CPPM and UHS. Manage internal and external billings for units within UHS. Partner with departmental managers to develop and implement efficient and effective billing procedures and act as a liaison between programs and the University Services Billing Specialist. Monitor payment of invoices and posting of internal vouchers and journal entries. Compile monthly and quarterly charges for University of Minnesota Medical Center, Fairview.<br /><br />Serve as Certified Approver for grant funded activity, managing finances for sponsored projects to include accounting, reconciliations, auditing and approving or denying expenditures based on requirements. Manage system interfaces between subsidiary project management systems and the University general ledger, reconciling differences between the systems and resolving discrepancies. Serve as primary liaison for capital asset questions and classifications as they relate to construction projects. Work with University Accounting Services staff to reconcile capital values of constructed assets and deal with any questions that arise. Interface with Sponsored Financial Reporting staff to provide capital asset information as it relates to research space at the University.<br /><br />Project Accounting (25%):<br />Set up projects in various project management systems, set up project accounts in the subsidiary and general ledger systems. Determine correct accounting codes, proper account transfers, and accuracy of charges. Process fund transfers in the University general ledger, ensuring that funding is available and appropriate for project use. Determine capitalization components of projects. Reconcile project costs in subsidiary systems to general ledger, analyzing discrepancies, determining the validity of transactions, and making necessary corrections. Close out projects in a timely manner upon completion. Respond to staff and customer requests for project accounting information.<br /><br />Prepare weekly status report for U Construction projects, monitoring deficits and working with project managers to get funding in place.<br /><br />Review all construction project spending activity to ensure projects are properly being capitalized and project account strings no longer needed are being timely inactivated in the University General Ledger. Responsible for reviewing closed construction project account strings for additional activity; ensure any residual transactions on these account strings are accounted for properly and fund balances are correct for these projects.<br /><br />Operational Support (15%):<br />Provide operational support for several UHS units. Interpret and explain University policies. Participate on the UHS Repair &Replacement (R&R) committee. Ensure University Health and Safety projects are funded timely and accounted for appropriately, and potential projects are estimated and tracked against the pool resources.<br /><br />Budget (10%):<br />Prepare annual budgets for CPPM. Provide analysis and recommendations for revenue projections, rate analysis, expense trends and construction project projections. Prepare budget presentation materials and annual budget documentation for leadership. Provide budgetary support for UHS units. Enter budgets into PeopleSoft and position budgeting.<br /><br /><br /> </p>
<p>Required Qualifications:<br />• Bachelor’s degree in finance, accounting or related field<br />• Four years professional accounting, finance, or related experience<br />• Experience and proficiency using spreadsheets, databases, and reporting software<br />• Excellent communication skills, both verbal & written<br /><br />Preferred Qualifications: <br />• Four or more years of accounting experience<br />• Experience with University of Minnesota policies, procedures, and accounting systems<br />• Demonstrated working knowledge of accounts receivable, accounts payable, general ledger, budgeting, forecasting, cost and project accounting<br />• Experience with fund accounting</p>
