Finance - Finance Control Oversight Analyst – Assistant Vice President
Finance Control Oversight (FCO) mandate is to support the Chief Financial Officer by providing an aggregated view of risk and assist in managing these risks against the defined risk appetite. FCO also maintain strong connections in the regions and will support the Businesses and Finance Heads across Americas, EMEA and APAC in their quarterly sign off of the Financials through the independent provision of risk and control issues.
The team support Finance and other stakeholders, including COO, Compliance, Legal etc. by implementing a robust risk management framework including the management of the SOX and Balance Sheet Substantiation frameworks, value adding to the organization by identifying control weaknesses through a series of deep dives and reviews.
The overarching objective of FCO is to provide transparent reporting, oversight and challenge of the 6 risk types (Financial Reporting, Valuation, Financial Regulatory Reporting, Corporate Tax and Indirect/Operating Taxes Compliance) owned by Finance, as well as those risks introduced by Finance that need to be controlled in line with control standards set by other second line control functions.
Oversight and management over the following risk management frameworks:
Financial Reporting risk
SOX / COSO framework
Balance Sheet Substantiation (BSS)
Financial Regulatory Reporting risk
Corporate Tax Reporting risk
Indirect and Operational Tax Compliance risk
Additional FCO activities covered by the role include:
Audit Lifecycle Management
Assessment of Self-Identified Issues including potential risk acceptances
Operational Risk Management and Risk assessments
Independent assessment of key risks and issues to facilitate Senior officers SOX Accountability Sign offs
Face-off to the following internal stakeholders:
Global and Regional Senior Finance members
Senior Regional FDs (Country, Business and Infrastructure aligned)
Face-off as required to the following external parties:
A good understanding of the front-to-back processes supporting Financial and Regulatory outputs
Strong Accounting and Auditing knowledge
A strong understanding of Risk Management and Control principles and industry developments
A good understanding of Financial Reporting Regulatory requirements
Strong consultative skills around problem identification, definition, analysis, and recommending solutions. Proactive, objective and credible
A good knowledge of Finance's organizational structure and roles is required in order to be able to effectively challenge the current control environment
A good understanding of the upstream hands-offs and an ability to effectively navigate stakeholder functions, in particular COO and the NOCs
A network spanning relevant departments across the bank. Ability to routinely challenge outcomes with more senior internal stakeholders. A key function of the role is to challenge, provide oversight and partner with senior stakeholders on behalf of Regional CFO to ensure integrity of Financials
Ability to communicate and co-ordinate across Finance and Non-Finance functions during the BSS and SOX processes. Confidence to escalate issues as appropriate to more senior stakeholders.
