This is a full-time (1.0 time-base), benefits eligible, permanent (probationary) position. This position is designated exempt under FLSA and is not eligible for overtime compensation. Standard SDSU work hours are Monday – Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs.
The Senior Budget Analyst analyzes, reviews, and makes independent recommendations upon the budgetary and related fiscal affairs of the University; makes surveys and investigations of more complex problems and consults with and advises responsible campus officials on budget requests and performs continuous budgetary control of appropriations and revenues; drafts text materials to summarize, analyze and justify budget programs; gathers data and makes studies on various problems arising in connection with financial administration; provides information and instructions to University staff concerning specific phases of budgets and financial procedures; and prepares related reports.

Compensation and Benefits
Starting salary upon appointment not expected to exceed $6,500 per month. CSU Classification Salary Range: $4,611 - $8,144 per month. Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.

Knowledge, Skills and Abilities
Thorough knowledge of the principles and practices of governmental budgeting; working knowledge of the principles and practices of public finance and governmental accounting; knowledge of or the ability to learn quickly the financial structure and financial procedures of the California State University System; general knowledge of the purpose, functions, and fiscal organization of the campus; general knowledge of the laws relating to financial administration of the State government; general knowledge of the principles of organization and management; working knowledge of research techniques and of statistical principles and procedures.
Ability to analyze and review the budgets and financial practices of the University; ability to speak and write effectively; ability to analyze situations accurately and to develop an effective course of action.
Three years of progressively responsible professional analytical experience including two years performing work involving the preparation, justification and analysis, or the control and administration of a budget or budgetary program.
Equivalent to graduation from a four-year college or university in public or business administration.
Additional experience which has demonstrated that the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.
Preferred Qualifications and Specialized Skills
Skill in using Microsoft Access, Excel, and Word.
Ability to use query tools such as BRIO to extract data for use in a wide variety of analytical tasks.
Experience with Oracle financials and PeopleSoft Human Capital Management systems preferred.
Knowledge and understanding of the CSU Budget structure, FIRMS budget structure and the University organizational structure.
