Facilities Services is comprised of the following units: Associate Vice Chancellor, Asset Management, Business Operations, Cal Zero Waste Services, Custodial Services, Customer Service Center, Engineering and Technical Services, Environmental Services, Grounds Operation, Maintenance Operations, and People's Park
Selects, develops, and evaluates personnel to ensure the efficient operation of the function. •Frequent interactions with unit managers. Assists unit managers in managing operating budget and provides information on campus policies regarding financial transactions. •Frequent interactions with Business Manager regarding funding for personnel actions. Frequent interactions with VCA finance team. Recommends hiring of new employees, transfers, promotions, salary actions, terminations, performance management and budget recommendations. •Supervises activities associated with creating, maintaining and reporting on the operational and capital budgets and budget processes, academic and staff budgeted FTE, the performance of financial planning (including problem definition, forecasting, data collection, development of alternative solutions), the performance of human resources FTE planning (position management, staffing forecasting, data collection), development of policy or action recommendations in the areas of budget, finance and human resource planning, and report preparation. •Designs budget worksheets in preparation for operating budget development and submission to campus budget office. Directs the work of financial analysts to enter budget data into CalPlanning, the campus budget planning system. Updates budget forecast based on input from unit managers. •Maintains compensation budget in CalPlan Human Capital Planning module. •Prepares quarterly budget variance analysis for consolidated budget for submission campus budget office and VCA finance team. •Maintains Personnel Resource Tracking (PRT) and Salary Provision pool. Directs financial analysts on analysis of recharge budget and preparation of recharge rates •Manages Facilities Services accounting unit. •Directs financial analysts in reviewing financial transactions. •Provides direction and guidance on financial analysis and work assignments. •Direction to financial analysts to carryout SAS115 reporting and monitors unit’s adherence to approved budget. Directs financial analysts on month-end and fiscal close processes. •Conducts presentations of technical information concerning specific projects or schedules. •Monitors Facilities Services accounting procedures to ensure that expenditures are posted promptly and that vendors are paid within payment terms. Monitors business procedures related to approvals, accounting classification and assignment of chartstrings for operating budget expenditures. Interacts with Campus Budget Office regarding budget submission and campus allocations. Interacts with central Disbursement manager and Campus Shared Services managers. Interacts with campus Recharge manager. Administers campus policies that directly affect subordinate employees.•Has basic knowledge of finance policies, practices and systems. •Must have effective verbal and written communication skills. •Position requires inter-personal skills and ability to work effectively across the organization at all levels. •Requires knowledge of financial policies, practices and systems, budgeting and reporting techniques; human resource planning; accounting and bookkeeping. •Client services oriented, has good listening, critical thinking and analytical skills. •Ability to multi-task. •Must be proficient in use of campus budget system (CalPlanning) and an enterprise-wide data warehouse reporting system. Able to create ad-hoc reports using queries, pivots and smartview. •Experience in recharge operation administration. •Experience in managing operating budget and campus permanent budget system. Education/Training: •Bachelors degree in related area and/or equivalent experience/training. Prior supervisory experience required.
