The Florida Prepaid College Board (Board) administers the Stanley G. Tate Florida Prepaid College Program and the Florida 529 Savings Plan. Both are tax-favored 529 college savings plans authorized by Section 529 of the Internal Revenue Code. The Board also has two direct-support organizations, the Stanley G. Tate Florida Prepaid College Foundation and ABLE United which administer college scholarship programs and a tax-free savings and investment program for individuals with a disability, respectively. The Board establishes policy and oversees the investment and financial performance of the aforementioned programs.

The Florida Prepaid College Board is currently seeking a qualified person to fill the position of Director of Finance, Accounting and Risk Management for the Florida Prepaid College Board, Stanley G. Tate Florida Prepaid College Foundation and ABLE United. The Director of Finance, Accounting and Risk Management will direct, plan, organize, staff and control the activities and functions of the section. Duties include but are not limited to:
What you’ll do
Evaluating Board operations annually and preparing budgets to meet anticipated needs
Monitoring Board spending during the year to ensure compliance with approved budgets and analyzing variances to determine causes
Overseeing processing of school invoices, participant refunds, and other disbursements
Evaluating, negotiating and monitoring applicable vendor contracts to ensure goods and services are provided in the most cost-effective manner
Overseeing creation of actuarial adequacy and pricing reports, including providing necessary information to the actuary such as assumptions on investment yields and inflation
Developing, documenting, implementing, executing, monitoring and reporting on a consolidated Enterprise Risk Management (ERM) processes across the organizations, and partnering with other leaders and vendors who assume everyday responsibility for managing the risks under their control
Validating monthly, quarterly and annual investment performance returns between the investment managers, custody bank and investment consultant
Maintaining and updating, as appropriate, the Board’s Comprehensive Investment Plans
Implementing and maintaining a performance database of investment performance returns, composite returns and benchmark returns from official sources as well as from investment managers
Serving as contract manger overseeing all investment managers, the Board’s investment consultants and the Board’s custody bank to ensure reliable financial operation processes
A bachelor’s degree in computer science, MIS, accounting, finance, business risk or management and five years of related professional experience, three years of which must have been a supervisory level or higher, or
A master’s degree or an MBA and three years of related professional experience, two of which must have been at a supervisory level or higher. Professional related experience will substitute for the required college education.
