The Department of Global Health was established in 2007, bridging the University of Washington schools of medicine and public health, with a mandate to harness the expertise and interdisciplinary power of all UW schools and colleges. The Department of Global Health has an outstanding opportunity for two Grants and Finance Manager Positions. Under the general supervision of the Associate Director, this individual will be responsible for all aspects of proposal development for grants and contracts submitted to diverse funders and supporting department faculty in managing complex portfolios of finances. Faculty in our department oversee nearly 200 active grants and contracts that comprise nearly 90% of the Department's annual revenue of ~100M. This person will be responsible for providing expertise in both pre-award and post-award policies and practices as defined by sponsors, federal, state and the University. Proposal development responsibilities include working directly with principal investigators, program managers, and other staff; developing budgets and preparing administrative portions of proposals; and recommending and implementing departmental policies and practices to ensure compliance with sponsor and university requirements. Pre-award responsibilities include: 1) developing and administering proposal timelines, 2) creating budgets, 3) preparing administrative portions of proposals, 4) writing technical components of proposals including budget justifications, facilities descriptions, biosketches and similar, 5) assisting with literature review, creation of graphs and figures, development of citations, 6) insuring compliance with sponsor and university requirements, 7) quality control of applications, 8) building and maintaining strong partnership with assigned department faculty and staff. Post-award responsibilities include: 1) preparing and submitting progress reports according to sponsor requirements, 2) providing technical advice and interpretation of regulations to department faculty and staff, 3) preparing and submitting Just-in-Time materials, and 4) ongoing post award financial management, including monthly review with principal investigators to assure appropriate utilization of funds. This position will be responsible for quality control of applications before they leave the office and will participate in lean process improvement activities.
The department is organized into Centers, Initiatives, and Programs (CPIs). This individual will be responsible for applying specialized knowledge of the CPI's body of work and personnel to appropriately allocate resources. Typically this requires not only managing the individual funding sources that support a CPI, but understanding and communicating how the portfolio works in concert to support the totality of the CPI's functioning. Frequently, CPIs work with multiple international partners to implement fieldwork, thus the Grants and Finance Manager that supports the CPI must understand the complexity of relationships and associated subcontracts. The Grants and Finance Manager is a strategic partner in the programmatic components of the CPI s/he supports, ensuring that all funding sources are managed in a manner that conforms with sponsor, institutional, and departmental policies.

Duties and Responsibilities:
Financial Management and Compliance Management
Manage the assigned programs' pre and post award grants and contracts.
Develop and prepare complex budgets, graphs, figures, and other administrative sections of proposals for grants and contracts based on knowledge of sponsor requirements and program objectives.
Develop, implement, and train investigators on policies and procedures in accordance with State policies for all pre and post grant awards such as identifying appropriate documentation and utilizing best practices.
Manage and oversee post award responsibilities include preparing annual progress reports (i.e., NIH RPPRs) and final status reports for grants and contracts in partnership with the Principal Investigators and department staff.
Manage the preparation of routine proposals and non-competing renewals prepared by the Budget Fiscal Analyst Leads.
Work with PI's to review and provide recommendations on proposals for potential IRB, IACUC and SFI compliance issues.
Conduct literature review, synthesize information gathered, and manage citations.
Interface with the University Office of Sponsored Programs (OSP), Grants and Contracts Accounting (GCA), and funding agencies (NIH, NSF, foundations, pharma).
Collaborate with funding agencies (both federal and non-federal) to resolve problems and/or obtain approval for deviation from authorized procedures.
Manage and work with subrecipients/subcontracts to ensure that proposal requirements and timelines are met. Answer questions and provide guidance of a similar nature as provided to the UW PI.
Develop policies and procedures for pre and post-award administrative functions.
Serve as a content expert and resource for faculty, and other staff members regarding grant and contract proposals, post-award management and compliance.
Develop systems and tools to provide regular updates to faculty and department administrators regarding changes in federal and university research directives, as well as changes to departmental procedures.
Collaborate and work closely with other grants and fiscal staff members to provide training and back-up when needed.
Develop and create training material for staff and new hires that involves pre-award information, reviewing others work, how to perform periodic audits, and how to facilitate corrective actions.
Attend and participate in weekly All Team Meetings and Pre-Award Team Meetings.
Provide assessment and feedback for staff annual performance reviews.
Conduct a quality control review of all proposals to ensure each application is meeting sponsor/proposal requirements and department and school policies before being routed in SAGE for campus review.
Develop and collaborate with other staff on the development of quality assurance systems to identify trends/opportunities for improvement in departmental processes, tools, and communication to further enhance the service provided to PIs.
Work with the Associate Director, Director, and Program Managers to implement process improvements.
Collect, analyze and report on metrics regarding division research portfolio, efficiency, compliance etc.
Liaise with the department and PIs for pre-award.
Attend departmental administrative meetings.
Monitor funding opportunities (program announcements, request for proposals, and request for application) and distribute to faculty.
Pro-active reach out to faculty for timely management of annual progress reports (e.g., RPPRs).
Recommend process improvements regarding the departmental business process, quality control, and grants management in general.
Develop and implement policy and procedures on how to analyze and revise service team pre-award guidelines
Serve as a subject matter expert and resource for faculty and staff regarding pre-award and post-award policies, procedures and compliance issues. Individual will train new staff on policies and practices relation to grant and contract management.

Bachelor's degree in Business, Finance, or similar, plus four to five years' experience working in research administration with substantial responsibility for proposal development, including complex budgets and subawards.
Expert at developing international grant proposals and managing all post award budgeting and expenditures
Experience interacting with faculty and department leadership in project management context.
Advanced knowledge/experience with OMB guidelines, Grants.gov and eRA Commons.
Ability to work independently, take initiative and ownership of work, successfully prioritize, and manage multiple projects in a deadline-driven environment.
Expert at both creating and managing sub-contracts that KRP initiates and receives from outside organizations both national and international.
Must be able to work early mornings and evenings to accommodate time differences of international partners.
Excellent written and verbal communication skills.
Ability to exercise independent judgment and manage competing priorities using strong organization skills.
Advanced Microsoft Office skills using a range of software programs including Word, Excel, and Access.
